Minutes of the meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 2nd February 2016 at 7.30 pm

Members present: Vice Chairman Ed Hollinghurst (EH), Pete Skinner (PS), John Clarke (JC), Julia Wilkie (JW) and Sue Allpress (SA)

Also present: Vicky Eden (Clerk)

16.15   Apologies for Absence: Apologies were received from Chairman Stewart Hall (SH), John Sanger (JS) and County Councillor Edward Heron

16.16   Declarations of interest: No declarations of interest were declared.

16.17   Minutes of previous meetings on 05/01/2016: It was then unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Vice Chairman.

16.18   Matters arising from previous minutes:

  • County Cllr Edward Heron was not present to provide an update in relation to horsetail concerns.
  • The Clerk asked for clarification as to the work required to the village telephone box as the telephone itself had previously been in working order. It was agreed that the box needed painting and that the telephone would be checked again to see that it was still in working order.
  • The Clerk confirmed that updates to website and record keeping were ongoing.
  • The Clerk advised that she had looked at the Rights of Way cutting lists and no action was required at the present time.

16.19   Public Participation: No members of the public were present.

16.20   Gate requiring repair at top of Steel’s Drove: EH advised that he had forwarded a description of works to be undertaken to two local contractors – Earlcote Construction and M B Whitlock - and had received two quotations: £725 and £960 (plus VAT).

After a short discussion, the Parish Council RESOLVED to accept the quote forwarded by M B Whitlock and the Clerk is to forward a purchase order accordingly. It was noted that the work should be completed by the end of April.

16.21   Signage – Anti Dog Fouling & Cemetery: As yet a quotation has not been received in relation to the signwriting required so this matter will be included on the agenda of the March meeting.

16.22   Planning Applications:

  • 16/00004 - Cedar Cottage, Hale Road,
  • 16/00005 – Cedar Cottage, Hale Road,

After a short discussion, the parish council RESOLVED the following in relation to the above two planning applications:

PAR 2 – Recommend REFUSAL as the property has already been extended in excess of the limitations of Policy DP11 and the proposed application would not enhance the character of the listed building but the Parish Council would accept the decision reached by the National Park Authority’s Officers under their delegated powers.

The Clerk is to advise NFNPA accordingly.

  • 16/00032 – Lea Cottage, High Street

After a short discussion, the parish council RESOLVED the following in relation to the above planning application:

PAR 1 – Recommend PERMISSION as amendments had been made following earlier application but the Parish Council would accept the decision reached by the National Park Authority’s Officers under their delegated powers.

The Clerk is to advise NFNPA accordingly.

Tree Works Applications:

CONS/16/0067 - Avon Lodge – After a short discussion, the parish council noted the intention to replant and such replanting should be done with the approval of the tree officer. The Clerk is to forward comments to NFNPA accordingly.

Other Planning Matters: The Clerk advised that decisions in relation to planning and tree works applications are reflected on Correspondence – Appendix 1

16.23   Roads, hedges & verges:  

  • JC provided an update following the meeting on 28th January 2016 in relation to the verge protection programme and highlighted some of the proposed work to be done by the Forestry Commission. The meeting was felt to be positive by those members who attended. Gary North has subsequently forwarded a draft letter which will advise residents who will be affected by the proposed work. This letter was read out to the council and accepted with the following amendments:
    • To remove the word ‘fully’ in paragraph two, so it only reflects ‘endorse’
    • For all queries to be directed to the Forestry Commission

These amendments are to be forwarded to Gary North and the Parish Council will then await the list of licensees. EH commented that he was concerned with the use of hoggin but would raise this privately with the Forestry Commission. It was noted that there is only a limited amount of time to deliver the letters as it is hoped that work will commence mid February and finish by early April.  It was agreed for the letter to be displayed on the Parish Noticeboard and Parish Council website once approved.

Clerk is also to write to Breamore School to advise of work being undertaken at the Common in advance of activities being planned so that parents park appropriately in the future.

  • Clerk confirmed repair at cattle grid HCC No.050 now done.
  • Following monitoring it was agreed that no action was required in relation to the overhanging trees on the road leading to Densome Corner

16.24  Parish Lengthsman: JS had advised that the lengthsman had visited the village on 1st February 2016 and had trimmed path by shop (up to bend), cleaned bus shelter and checked ditches. It was noted that the ditch by Trims Drove required clearing and this would be added to a future worksheet.

16.25  Cemetery Report:

  • SA provided an update. The Parish Council considered SH’s email recommending action to improve grass and remove moss although the Clerk reflected JS’s concerns that care is to be taken in forest cemeteries. This matter is to be considered at the March meeting. SH will also encourage the Forestry Commission to maintain overhanging trees.
  • The Clerk has amended the parish council website to reflect that ‘raised kerbs around the grave will not be allowed’
  • The gravediggers did have problems when preparing a grave on line W and SH liaised with I N Newman accordingly. Future burials plots in row W will be allocated on an alternate basis.
  • The Clerk enquired if any further work was required by Cutting Edge in February and it was agreed to raise this query with the contractor when forwarding on payment for tasks undertaken in January. Cutting Edge had also informed the Clerk that the cemetery gatepost had not been correctly inserted into the ground following the recent burial and I N Newman had been contacted accordingly.
  • The Clerk advised that Sheila Steuart Arnold was buried on 13th January 2016.

16.26   Review of Risk Assessment – The draft proforma risk assessment was received by the Parish Council and inspections are to organised prior to the end of March with final approval at the April meeting.  It was noted that Reputational Risk is to be added (Code of Conduct, Standing Orders, Financial Regulations and Declarations of Interest) and any typos are to be rectified (remuneration and minutes)

16.27  Review of Standing Orders – The draft standing orders (based upon the NALC model) were received by the Parish Council for consideration and approval at the annual meeting.

16.28  Annual Parish Assembly: JW is to find out the availability of the village hall and report back to the Council. EH and JC advised that Craig Daters (New Forest Ranger) will speak at March meeting and could be considered to speak at the Parish Assembly although other possibilities will be explored.

16.29  Correspondence: The Clerk advised that relevant correspondence had been forwarded to councillors as per the correspondence files (Appendix 1) and advised of any recent correspondence received. The Vice Chairman drew their attention to the following:

  • EH would not be able to attend the New Forest Passenger Transport Fora on 19/04/2016
  • Lessons learnt from the Verge Protection Programme in Woodgreen to be an agenda item for the Western Escarpment Conservation Area Steering Group. Clerk to action.
  • The temporary road closure on Woodgreen Road within the parish of Godshill was noted (2 weeks from 18/4/2016)
  • NFALC minutes to be forwarded to all members by email. Clerk to action.
  • PS also made the Council aware that a catalytic convertor had been stolen from a vehicle in Woodgreen and advised villagers to be vigilant.

16.30 Financial report: Up to date Financial Statement forwarded to the Council (Appendix 2) by Clerk

  • Income: £150 and £350 cheques received from I N Newman in relation to burial of Sheila Arnold and £168.92 - NSI (interest as at 01/01/2016)
  • Expenditure: The following cheques were approved and signed for:

Cutting Edge – Grass cutting and leaf tidying at cemetery - £140 (January 2016)

  • Further updates on record keeping and updates to website

  • Update in relation to horsetail concerns
  • To consider and approve action to control moss and improve grass in the cemetery
  • To agree and approve date and speaker for Parish Assembly
  • Update following Dodington Trust meeting held on 12th January 2016
