Minutes of the meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 5th January 2016 at 7.30 pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), Pete Skinner (PS) (left at 9.30pm) John Sanger (JS), John Clarke (JC) and Sue Allpress (SA)

Also present: Vicky Eden (Clerk), Mr Richard Venn and Gary Parker, Loose Hanger Oak (both left at 7.56pm)

16.1     Apologies for Absence: Apologies were received from Julia Wilkie (JW)

16.2     Declarations of interest: JS for NPA Development Control Planning Committee

16.3     Minutes of previous meetings on 01/12/2015: It was noted that SH, not JS, had not received further correspondence from the Breamore Estate under item 7 on page two and the minutes were amended by hand. With this amendment made it was then unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

16.4     Matters arising from previous minutes:

  • EH provided an update in relation to the repairs to the gate in Steel’s Drove. A quote has been received reflecting a cost of £745 to repair the gate and a further quote will be requested for comparison.
  • In relation to the anti-dog fouling notices by the footpath by the shop and Hill Close Road, the Clerk has contacted the Dog Warden. Better signage cannot be forwarded as enforcement action cannot be taken. The temporary sign was replaced but appears to have been taken down. It was agreed for the Clerk to forward the temporary sign to PS/SH to see if a signwriter can provide a quote to produce a more permanent sign. Poo bag dispensers, to be positioned either end of the footpath, were also discussed but it was decided to not take this action at the present time. The situation is to be monitored and parishioners are encouraged to approach any culprits.
  • County Cllr Edward Heron was not present to provide an update in relation to horsetail concerns.
  • SH advised that the next Dodington Trust meeting would be held on 12th January 2016.
  • It was agreed for the general maintenance of the bus shelter to be added to the parish lengthsman’s tasks.
  • The Clerk is to contact BT in relation to the condition of the village telephone box

16.5     Public Participation: Following advice by NFNPA, Richard Venn attended the meeting seeking the parish council’s guidance for a future planning application relating to Castle Cottage. The Chairman stressed that only general thoughts could be given at this stage until final drawings were submitted. In the subsequent discussion, it was highlighted that the design should be in line with NFNPA planning principles, concerns in relation to light pollution should be addressed (e.g. lights to beam down not out) and traditional materials should be used where possible, with the visual effect of the guttering being taken into consideration.

16.6     Planning Applications: None received

Tree Works Applications:

CONS/15/1250 – Nuthatch, Brook Lane and TPO/15/1317 – Crossway, Woodgreen

After a short discussion, the Parish Council agreed that no comments were necessary in relation to the two applications.

Other Planning Matters: The Clerk advised that decisions in relation to planning and tree works applications are reflected on Correspondence – Appendix 1

16.7     Roads, hedges & verges:  

  • JC provided an update in relation to the verge protection programme undertaken by verderers and circulated the HLS verge protection map. This highlighted the renewal of all ditches and installation of dragon’s teeth in areas requiring protection. After a lengthy discussion, it was agreed that the present map was incomplete and members of the council did not clearly understand all of the proposals. So that specific concerns may be addressed, the Clerk is to contact Gary North, Forestry Commission, to arrange a meeting and advise councillors accordingly.
  • JC advised that the leaflet created by the Western Escarpment Verge Damage Project would be delivered to villagers in due course.
  • It was agreed that the concerns relating to the overhanging trees on the road leading to Densome Corner would be raised at the next Western Escarpment meeting.
  • The Clerk advised that she had reported the fault to the gate at cattle grid HCC No.050 (Track it number -21194473) via Hampshire County Council website.
  1. Parish Lengthsman: Tasks were considered for the lengthsman’s visit to the village on 1st February 2016 and it was agreed to add the maintenance of the bus shelter, clearance of ditches and cleaning of signs to the worksheet. JS to forward completed worksheet to Fordingbridge Town Council.

16.9     Cemetery Report: SH provided an update:

  • Following a review of cemetery rules, it was agreed that the wording under Memorials is to be amended to reflect that ‘raised kerbs around the grave will not be allowed’. The Clerk is to amend the parish council website accordingly.
  • SH is to approach a sign writer to provide the sign for the cemetery agreed at the previous meeting.  
  • The Clerk advised that Sheila Steuart Arnold is to be buried at 11.45am on Wednesday 13th January 2016. A double depth plot has been requested and W11 is the next available plot. The Clerk and SA will mark the plot for the undertakers on Friday, 8th January 2016.
  • The Clerk advised that a request for a memorial has been received in the name of Annabelle Rymer and it is to be positioned at her grandparents F G Witt & W R Witt (plot H6). The stone proposed is close in colour to original headstone so the parish council accepted the request. Clerk is to advise I N Newman accordingly.

16.10   Record keeping and Updates to Website: The Clerk advised that this project is ongoing and will provide ongoing updates.

16.11   Correspondence: The Clerk advised that relevant correspondence had been forwarded to councillors as per the correspondence files (Appendix 1) and the Chairman drew their attention to significant and more recent correspondence received. SA noted that the ‘New Area Teams and the Rights of Way Vegetation Priority Cutting Lists for your Parish 2016’ had been received and the Clerk is to check whether any action is required.

16.12 Financial report: Up to date Financial Statement forwarded to the Council (Appendix 2) by Clerk

  • Income: £150 cheque received from I N Newman in relation to memorial request (A Rymer).
  • Expenditure: The following cheques were approved and signed for:

Cutting Edge – Grass cutting and leaf tidying at cemetery - £140 (December 2015)

NFDC – Election expenses - £133.25

  • Precept Request: The Clerk clarified that the Woodgreen Parish Council spending requirement for 2016-2017 is to be £7100 as agreed at previous meeting (precept £7023 and discretionary grant £77). This request would now be forwarded to NFDC.
  • It was agreed to review the transfer of funds from the Santander and NS&I accounts at the renewal of the Santander bond.

The Clerk advised that the next Parish Liaison Meeting is scheduled to be on 14th January 2016 and would confirm in due course. SA to attend in JW’s absence.
