Minutes of the meeting of WOODGREEN PARISH COUNCIL Held at the Reading Room on Tuesday 4th April 2017 at 7.30pm

Members present: Chairman Stewart Hall (SH), John Sanger (JS), John Clarke (JC), Pete Skinner (PS) and Sue Allpress (SA)

Also present: Vicky Eden (Clerk) and two residents

17.57 Apologies for Absence: Received from Ed Hollinghurst (EH) and Julia Wilkie (JW).

17.58 Declarations of interest: JS for NPA Development Control Planning Committee.

17.59 Minutes of previous meeting on 07/03/2017: Following a review of the previous minutes dated 7th March 2017, it was unanimously RESOLVED that these minutes be accepted as an accurate record & were duly signed by SH.

17.60 Matters arising from previous minutes:

  • Halls House rear fencing - It doesn't appear that repair work has been undertaken and Clerk is to contact Halls House to find out further information.

  • Speaker for parish assembly on 9th May 2017 - Cranborne Chase AONB have confirmed that a representative will speak at parish assembly. Freshwater Habitat Trust also got in touch and would like to speak at a joint meeting with other local parish councils. Clerk to research accordingly.

  • Adoption of telephone box. Response received from BT and parish council contact details have been forwarded on. Long delays advised, though NFDC have agreed to removal if not adopted. Further usage ideas discussed but it was agreed to discuss further at parish assembly.

  • Noticeboard - Pinboard backing located and is to be forwarded to Chairman.

  • Reading Room - Further to the risk assessment being undertaken, it was noted that the jackdaws had again entered the roof and started to build a nest. This will be monitored on an ongoing basis and further repair work will be taken later in the year.

17.61 Public Participation: Two residents discussed their planning application 17/0211 with members present.

17.62 Report by County Councillor: County Cllr Edward Heron was not present.

17.63 Planning Applications: 17/00155 - Apple Tree Cottage, Woodgreen Common Road, SP6 2BD - Detached garage (Demolition of existing garage)

After a short discussion, the parish council RESOLVED the following in relation to the above planning application:

PAR 5. We are happy to accept the decision reached by the National Park Authority's Officers under their delegated powers provided that:

  • There are conditions which ensure that the garage cannot be used as habitable accommodation and never gain permitted use by use in the future.

  • The owners consider removing the parking place on the Crown Land to the north of the property and create a new parking area within the curtilage by moving the footprint of the double garage slightly to the east.

  • The indigenous hedging abutting the Crown Land is to be protected and maintained.

  • All materials are to be approved by the NFNPA.

17/00211 - The Birches, Warren Copse, SP6 2QX - Two storey rear extension; porch

After a short discussion, the parish council RESOLVED the following in relation to the above planning application:

PAR 5. We are happy to accept the decision reached by the National Park Authority's Officers under their delegated powers provided that the application complies with the 30% increase in area rules.

Tree Works Applications:  No treeworks applications have been received

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1. SH confirmed that he had attended the Enforcement workshop on 22nd March 2017 with EH.

17.64 Verge Protection Programme: The installation of dragons teeth and ditching work has now been completed. Unless further concerns are identified, it was agreed to remove this item from future agendas.

17.65 Roads & Ditches: Concern was raised as to why the sandbox had been moved from the top to the bottom of Woodgreen Common Road. The verge outside St Georges Cottages is also being damaged by vehicles and SA is to report concerns directly. PS raised the concern that the visibility on Mill Bridge is poor and this is to monitored on an ongoing basis. Trimming had been done at Castle Hill but branches had been left in ditches and not removed. The Clerk confirmed that she had verbally advised Bob Brown at Hampshire Highways of ongoing concerns but will take a tour of village so that she can forward photos of any problems to Hampshire County Council (HCC) .

17.66 Hedges and Footpaths: SH advised that Brook Lane appears to be getting narrower due to excessive vegetation and will liaise with the relevant residents accordingly.

The members reiterated that the Parish Council would be pleased if householders would trim hedges back on all highways and rights of way so that there is clear passage for both vehicles and pedestrians.

17.67 Parish Lengthsman: Last visit to the village was on 3rd April 2017 and JS advised that tasks on the worksheet had been completed. His next visit is on 10th July 2017 and members were asked to forward on new tasks to JS. The Clerk advised that occasionally spare days are available so an ongoing worksheet is advisable so that it can be retained by Fordingbridge Town Council.

17.68 Cemetery Report:

  • Box containing vegetation cuttings now repaired. PS has now measured the seat and will repair accordingly although it was noted that the bench had been cemented in. He will report back at the next meeting.

  • A further Cemetery Committee meeting held on 16th March 2017 to ensure that record keeping is in line with regulations. Project is ongoing but will hopefully be complete by end of April 2017.

  • Cutting Edge, responsible for the cutting and maintenance of the Cemetery, had written to advise that they were increasing their fees from £70 to £80 per visit. After a short discussion, the parish council RESOLVED that they were happy to agree to the increase in maintenance costs and felt that the village was still getting good value for money.

  • The Clerk advised that she had reported two incidents of fly tipping in the village to the Forestry Commission (garden cutting at the cemetery and general fly tipping including white goods at Castle Hill). The members discussed whether the decrease in hours at the Salisbury Recycling Centre had led to the increase in fly tipping on the Wiltshire/Hampshire border and the Clerk is to write to Wiltshire Council expressing the Council’s concerns.

  • The Clerk advised that she had received 3 queries in relation to the cemetery: 2 changes to memorial requests and 1 interment of ashes - SA had attended the recent service and will forward paperwork accordingly to the Clerk.

17.69 Review of Regulatory Documentation - Standing Orders are still to be reviewed although Clerk is now liaising with Chairman about the amendments to Financial Regulations in relation to electronic banking. Drafts are to be forwarded to all councillors prior to the Parish Council Annual Meeting on 2nd May 2017. Members were reminded to advise the Clerk if there had been any changes in relation to their Declaration of Interest forms.

17.70 Review of Insurance - Review underway with Chairman but it was noted that no new assets have been purchased.

17.71 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

  • Update re IT - Emails received from hosting company reflecting that space is running out on website - this is due to emails not being removed by website provider. Clerk liaising with website provider so that this issue is resolved.

  • The members were reminded that Hale Parish Assembly will be held at 7.30pm on Tuesday, 25th April 2017

17.72 Financial report: Up to date Financial Statement forwarded to the Council (Appendix 2) by the Clerk.

It was noted that an incorrect invoice had been received from CHUBB in relation to the service of the fire extinguisher. The Clerk is currently liaising with JW to ensure that a correct invoice is received.

17.74 Matters to be raised on the next agenda: Standing orders and financial regulations, record keeping policy (in line with General Data Protection Regulations); Draft accounts; Update on Welcome Packs
