Minutes of the Meeting of WOODGREEN PARISH COUNCIL Held in the Committee Room at Woodgreen Village Hall on Tuesday 1st August 2017 at 7.30pm

Members present: Chairman Stewart Hall (SH), John Clarke (JC), Ed Hollinghurst (EH), Sue Allpress (SA) and Julia Wilkie (JW).

17.135 Apologies for Absence: Apologies were received from Pete Skinner (PS) and John Sanger (JS)

17.136 Declarations of interest: None declared

17.137 Minutes of previous meeting on 04/07/2017: It was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

17.138 Matters arising from previous minutes:

  • Update on Welcome Packs - SA gave an update. A one page welcome pack has now been drafted, and it has been suggested that this could be forwarded with an up to date newsletter. Following discussion, it was agreed that more information should be included within a welcome pack for newcomers to the village, particularly in relation to living within a conservation area. The members wished to thank Kirsten Davies and David Mussell for their work and also invite them to the next meeting to discuss other matters that might be included.
  • Transparency Code Application - The Clerk advised that she was still undertaking research in respect of software. It is hoped that an application can be forwarded by 13th September 2017, with information in relation to IT hardware and software required being clarified at the September meeting.
  • Update in relation to review of decision to list the Public House as an ACV - The Clerk had contacted Andrew Kinghorn at NFDC who advised that the review decision is due by the 19th August 2017. The Clerk was asked to contact NFDC to see if members could attend the meeting. It was also highlighted that assets only remain on the register for five year terms although they can be relisted after that time. 

17.139 Public Participation Session: No members of the public present

17.140 Planning Applications: Planning Applications Received:

  • 17/00588 - APPLE TREE COTTAGE, WOODGREEN COMMON ROAD, SP6 2BD - Log cabin; replacement conservatory

After a discussion, the parish council RESOLVED the following in relation to the above planning application:

5. We are happy to accept the decision reached by the National Park Authority's Officers under their delegated powers. With regard to the log cabin, we have no objection providing that it cannot be used for habitable use and would appreciate down lighting in the conservatory to reduce light pollution.

The Clerk will forward comments to NFNPA accordingly.

Tree Works Applications:

  • CONS/17/0562 - 2 Dearly Croft, Hale Road, SP6 2AH - Prune 1 x Copper Beech tree, Prune 1 x Oak tree, Pollard 1 x Willow tree
  • CONS/17/0612 - Beech Cottage, Brook Lane, SP6 2AZ - Prune 5 x Western Red Cedar trees, Prune 1 x Lawsons tree, Prune 1 x Holly tree, Prune 1 x Beech tree
  • TPO/17/0625 - Hollybush, Upper Densome Wood, SP6 2QU - Fell 4 x Thuja trees, Fell 1 x Holly tree, Prune 1 x Oak tree

It was noted that CONS/17/0612 and TPO/17/0625 were received after the agenda was published. After a discussion, the Parish Council agreed that no comments were required in relation to CONS/17/0562 and that EH and JC would contact the tree officer should they have any concerns about CONS/17/0612 and TPO/17/0625.

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1.

17.141 Roads & Ditches: The Clerk had contacted Highways to see when repair work would begin in relation to the potholes in Brook Lane and had been advised that the job would be raised with the new contractor, Skanska. Concern had been raised about the proximity of dragons teeth near the unmade road to the cricket pitch. JC advised that he would be attending a meeting with the Forestry Commission on 17th August 2017 to discuss the matter and would report back at the next meeting. EH also advised that he had reported the knocked post at Breamore bridge. Parishioners are reminded to report any concerns online via the Hampshire County Council (HCC) website at http://www3.hants.gov.uk/roadproblems or contact Clerk.

17.142 Hedges and Footpaths: SH advised that he had spoken to some homeowners where hedges are overgrown and would continue to monitor the situation near Little Drove and Brook Lane. Thanks to those who have already taken action but the members reiterated that the Parish Council would be pleased if householders would trim their hedges back on all highways and rights of way so that there is clear passage for delivery vehicles, cars and pedestrians.

The ongoing fly tipping problem at Castle Hill viewpoints was also revisited. It was agreed to write to Bruce Rothnie, Forestry Commission, to see if vegetation can be trimmed back at both car parks in order to dissuade fly tippers and possibly make the area easier to clear. The clerk will also report the fly tipping at the first car park in the hope that it can be cleared soon.

The dying oak tree growing in the verge along the road to Breamore has been reported by SH and the Arboriculture Section within Hampshire County Council have advised that they will inspect the tree soon and report back. The potential dangers have been reported.

17.143 Parish Lengthsman: Due to absence of JS, there was little to update following the parish lengthsman’s last visit to the village on 10th July 2017 and members were reminded to forward any new tasks to JS.

17.144 Cemetery Report: No further update in relation to the record keeping project and no new enquiries received. Due to absence of PS, there was no update in relation to repair of the bench.

17.145 Telephone Box: Response now received from Dixon Templeton in relation to contract received from BT and this was read to the members. However, it still is not clear what would happen should a future parish council not wish to maintain the box and it was agreed for the Clerk to return to the solicitor to ask whether the box can be disposed of in the future at no disadvantage to the parish council.

17.146 Reading Room: Loss adjuster visited site on 5th July 2017 and met with EH. The clerk contacted the loss adjuster just prior to the meeting and he would like the parish council to research and suggest a suitable structural engineer. The members RESOLVED for SH to contact a structural engineer who had been suggested to him.

It was also agreed for files to be moved into the Committee Room at Woodgreen Village Hall for safekeeping and the members RESOLVED that the Clerk should purchase a filing cabinet with a pre authorised budget of up to £30.00.

It was felt that the Reading Room would not be functional for some time, so it was RESOLVED for future meetings of the parish council to be held in the Committee Room at Woodgreen Village Hall until December 2017 at the earliest. Quarterly invoices will be forwarded accordingly.

17.147 Annual Litter Pick: This event will take place over the weekend of 02/09/2017 - 03/09/2017. The members RESOLVED that SH should purchase suitable litter picking equipment (i.e. 12 litter picking hand tools and strengthened black sacks) with a pre authorised budget of up to £40.00.  Volunteers are to contact SH who will allocate specific areas to be tidied to villagers.

17.148 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

c)         Annual Return: The Clerk has been notified by the external auditor of their intention to qualify the audit of Woodgreen Parish council for some minor matters. The Clerk will forward relevant minutes and further breakdown of payments prior to 3rd August 2017. No fees have been incurred to date.

d)         Grant Aid: A request had been received from TUFF in relation to their summer activities on Woodgreen Common. Members would like to attend the activities over the summer holidays and report back at the next meeting.
