Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL Held in the Committee Room in Woodgreen Village Hall on Tuesday 7th August  2018 at 7.30pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), Sue Allpress (SA), Lance Benest (LB), John Clarke (JC) and John Sanger (JS).

18.144 Attendance Book and Apologies for Absence:Following completion of the Attendance book, apologies were received and accepted from Cllr Pete Skinner (PT)

18.145Declarations of interest: JS in relation to his role on NFNPA Planning Committee and SH in relation to planning application 18/00444

18.146 Minutes of previous meeting on 03/07/2018:Following a review of the minutes, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

18.147 Matters arising from previous minutes not appearing as agenda items: 

  1. Parish Council email addresses - LB in continuing to assist members with the set-up of their parish councillor email addresses. All members are to use parish council email addresses by September 2018 meeting.
  2. Replacement of benches (please see item 18.156)
  3. Maintenance of Halls House - Residents’ concerns forwarded to County Cllr.
  4. Telephone box - Local history information now on display and the members wished to record their thanks to all the volunteers involved in the project. It was agreed for SH to arrange a formal opening event, with press coverage. Clerk to advise NFNPA when arrangements known.

 

18.148Public Participation Session: No members of the public present.

18.149 Planning

a)         Planning Applications Received:  

  1. 18/00444 - ERIKA, BROOK LANE, WOODGREEN, FORDINGBRIDGE, SP6 2AZ - Single storey front and rear extensions; 2 outbuildings; extension to existing driveway; demolition of existing conservatory

Following discussion, the members RESOLVEDto recommend REFUSAL(4) for the following reasons:

  • The 30% extra space on the dwelling since 1982 appears to have been exceeded with the front and rear extensions, according to the planning officer. The other concern about the rear extension was the use of glass along the western elevation. The drawing does not show whether it is intended for this to be sliding doors along its full length, but these are very close to a neighbouring garden and may also cause light pollution. 
  • There was concern about the new wide entrance off the very narrow Brook Lane and the impact on this part of the conservation area. 
  • The building of a large log cabin to be used as an office, in front of the building line. There were no details of its intended use and the proposed outbuilding will be prominent on the top of an incline
  • The application gave no details of the proposed use of the office and whether any business or habitable use was intended.                      Clerk to advise NFNPA accordingly.
  1. 18/00550 - FOREST GLEN, LOWER DENSOME WOOD, WOODGREEN, FORDINGBRIDGE, SP6 2BE - Cantilever carport Deadline for comments 6th September 2018 

As this application was not received in time to be added to the agenda, the matter will be discussed at the September meeting. 

b)         Tree Applications Received: 

  1. CONS/18/0606 - Rose Cottage, High Street, Woodgreen, SP6 2AR - Prune 1 Magnolia Tree - Deadline for comments 02.08.2018
  2. TPO/18/0616 - Hollybush, Upper Densome Wood, Woodgreen, SP6 2QU - Prune 4 x Holly trees and Fell 2 x beech trees (diseased) - Deadline for comments 07.08.2018

It was agreed that no comments were required in relation to these two applications and to leave decisions to the tree officer.

c)         Other Planning Matters:

The Clerk read aloud a response from the NFNPA Enforcement team in relation to the use of long term plastic sheeting surrounding a property, which reiterated that the team would be unable to take any action. However, the members advised that there is evidence of works is in progress at one property and Clerk to advise the NFNPA Enforcement team accordingly.

The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1.

18.150Roads & Ditches: 

  • Concerns in relation to drainage near Red Cottage had been reported - Ref 21382400
  • Concern that cutting does not take place around signage on roads forwarded to NFDC, although it was noted that SH had cut the vegetation around the Woodgreen in the Breamore Lane.
  • Long term stationery cars had been noted outside of the location of the old Woodgreen shop
  • Water Board had now earmarked a leak in the High Street for repair.
  • Post replaced again on Breamore Mill bridge.
  • Thanks was expressed to those that have cleared the ragwort in the village over the last two months.
  • LB gave an update in relation to SID deployment. He advised that NFDC had analysed accident data and that a new programme is currently being coordinated between NFDC and NFNPA to target excessive speeding which causes animal deaths. NFDC would also be able to deploy SDR equipment (Black box recording equipment) in the village and LB is to see if 3 deployments can be arranged in the near future.

18.151 Hedges and Footpaths: 

Annual notice in relation to vegetation cutting to be forwarded to parish magazine for September edition.

Parishioners are reminded to report any concerns in relation to Rights of Way online via website athttps://www.hants.gov.uk/landplanningandenvironment/rightsofway/reportaproblem  or contact Clerk.

Parishioners are also reminded to report any concerns in relation to fly tipping online via the NFNPA website at http://www.newforestnpa.gov.uk/info/20096/unspoilt_landscape/44/litter/2 or contact Clerk.

18.152 Parish Lengthsman:Members were asked to forward on any new tasks to JS to add to the rolling programme of work on the worksheet and for his next visit on 24th September 2018. Drainage in Trims Drove was agreed to be a suitable task.

18.153 Cemetery Report: Further information has now been ascertained from the executor in relation to the enquiry about the interment of ashes into a new plot and the members RESOLVEDthat a new plot is to be made available. Clerk to confirm accordingly and advise of cemetery rules and fees. Cemetery Committee will meet on 17th August 2018 to consider ongoing maintenance.

18.154Reading Room: Instructions for work to commence now received from loss adjuster following receipt of second quotation by solicitor. SH has now contacted the local contractor who forwarded first quotation and advised that a corrugated insulated roof (similar to existing) is required by conservation officer. Contractor will requote accordingly and also forward timetable for works. Clerk is to advise and thank contractor who forwarded second quotation that his company was not successful.

18.155 Asset of Community Value - Sale of Horse and Groom Public House - NFDC has been advised that there is sufficient interest in the village for a potential community interest bid and full moratorium period now triggered, ending on 12th December 2018. Members of the parish council attended a public meeting on 6th August 2018 and noted that a committee has been formed to take this project forward.

18.156 Benches on Common - SH provided an update. PS had advised that a local contractor was happy to assist with installing replacement benches, these may not be so long as the existing ones. SH had researched further to see if the benches could be repaired. A local contractor had advised that the bench by the WI tree on the Common would need 10 new hardwood slats, at a cost of £390 (excl VAT) and that three other benches would need new galvanised posts and bolts, at a cost of £281 (excl VAT). After discussion, the members RESOLVED that the current benches should be repaired at a cost of £671 (excl VAT) although it was noted that stainless steel might be used to replaced the metal work when necessary.

SH to further research the replacement of the bench near the bus stop and report back at the next meeting.

18.157 Woodgreen Preschool Garden and WI Tree:

  1. To consider action in relation to the future of the preschool garden: SH read letter received from Woodgreen Village Hall. Following discussion, it was agreed that the land could either return to grazing or, if the hall committee were prepared to take it on, then it could be added to the other land the parish council owns that they use. SH to advise Woodgreen Village Hall and Woodgreen Preschool accordingly.
  2. To consider Woodgreen WI request for planting of tree to commemorate their branch centenary on council land at the rear of the hall: Provisionally agreed so long as it does not restrict the use of the land by the village hall for its functions. SH to liaise with SA., 

18.158 Hale Purlieu Pylons: National Grid VIP information event on 31st July 2018 was well attended and provided more details to residents. Work should take two years with 3 months disruption to local roads, although National Grid is looking at ways to reduce the road disruption.

18.159Parish Council Website - 

  • LB and the Clerk provided an update in relation to the proposed support package following GDPR changes and increasing storage from existing provider. At present, the Parish Council is still looking to see if HCC can provide an email service and matter is to be added to next agenda.

18.160Regulatory Documentation: The members RESOLVEDto adopt the updated regulatory documentation - Standing Orders, Freedom of Information documentation and Data Protection Policy

18.161Correspondence:The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

18.162 Consultations and Surveys: It was agreed for members to respond individually in relation to the following, with JC forwarding a response on behalf of the Parish Council in relation to New Forest Inclosures Deforestation Proposals  :
