Minutes of the meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 6th December 2016 at 7.30pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), John Clarke (JC), Julia Wilkie (JW), John Sanger (JS) and Sue Allpress (SA)

16.202 Apologies for Absence: Apologies were received from Parish Councillor Pete Skinner (PS)

16.203 Declarations of interest: JS for NPA Development Control Planning Committee. JC for tree works application CONS/16/1238

16.204 Minutes of previous meeting on 01/11/2016: Following a minor amendment being made where the Chairman amended by hand ‘created’ to ‘cremated’ on page 2, it was unanimously RESOLVED that these minutes be accepted as an accurate record and were duly signed by SH.

16.205 Matters arising from previous minutes:

  • MB Whitlock had now completed repairs to the gateposts and fencing in Halls Field together with the emergency repair of the stile on the Common. The members expressed their thanks that this work had been undertaken. The Clerk had also written to Stonewater to ask if they could organise repairs to the fencing around Hall House.
  • Consideration of register of community assets - JC had contacted NFDC in relation to this matter and has now received application form for completion. JC will complete form and present to the Council for approval at the next meeting.
  • Telephone Box - The Clerk advised that she needed to do further research into this issue and would report back accordingly.
  • Archiving process and fire proof cabinet - No further progress made but Clerk will report further at next meeting
  • Responsibility for producing Woodgreen Welcome Packs - No further update at this time.
  • It was agreed for Clerk to contact Sarah Kelly at NFNPA to find out more about light pollution concerns in the National Park.

16.206 Public Participation: No members of the public were present.

16.207 Report by County Councillor - County Councillor not present

16.208 Planning Applications: 16/00300 - Land at the Meadows, High Street, SP6 2AR - Creation of Pond

After a short discussion, the parish council RESOLVED the following in relation to the above planning application:

PAR 3 - Recommend PERMISSION

Tree Works Applications:  

  • CONS/16/1164 - The Meadows - Pollard 4 x Ash trees;
  • CONS/16/1238 - Castle Rise, Castle Hill - Prune 1 x Holly tree;
  • R14/15/16/1214 - FOREST GATE COTTAGE - Fell 1 x Cypress tree

After a short discussion, the Parish Council agreed that no comments were necessary in relation to these three applications.

 Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1. The Clerk advised that comments have been acknowledged in relation to the NFNPA Local Plan

16.209 Verge Protection Programme: JC provided a short report. It was still hoped that the programme would be completed by the end of the calendar year although no further update has been forwarded to the Parish Council. Members of the Western Escarpment Conservation Steering Group will meet the Forestry Commission shortly to discuss progress and also query the height of dragons teeth. The members agreed that they were disappointed by the slow progress and poor communication.

Further issues were then discussed including:

  • The Forestry Commission was still to provide an update to the Council in relation to the issuing of licences.
  • Parking at the top of Trims Drove remains problematic.
  • Some dragons teeth have been removed, damaged or still not installed.
  • Delivery and refuse drivers continue to cause damage to verges
  • A resident has written to the Council advising of continued verge damage by the Godshill Inclosure caused by reckless driving. JC to investigate whether a temporary camera could be installed on this stretch of road.

Given all the issues discussed, it was agreed that the Clerk would liaise with the Chairman and forward a letter to the Forestry Commission highlighting all concerns. This letter would also be forwarded to County Cllr Edward Heron.

16.210 Roads & Ditches:  The Clerk has chased Bob Brown in relation to outstanding repairs but nothing further to report. It was agreed that County Cllr Edward Heron should be consulted so that the members could be made aware of the pace of highways repairs in the area.

Two concerns were noted and Clerk will report accordingly:

  • Drain outside of Castle Rise is still blocked
  • Vegetation under bridges along Breamore road may potentially cause flooding.

Parishioners are reminded to report any concerns online via the Hampshire County Council (HCC) website at http://www3.hants.gov.uk/roadproblems.

16.211 Hedges and Footpaths: As detailed under 16.205, M B Whitlock has undertaken an emergency repair to the stile on the Common (near Love Lane). The Clerk advised that a parishioner had telephoned to say that a bough has fallen on the footpath near Love Lane and EH will investigate accordingly.

It was also noted that the hedge bordering Craig-y-Don needed trimming and SH advised that he would liaise accordingly.

The members reiterated that the Parish Council would be pleased if householders would trim hedges back on all highways and rights of way so that there is clear passage for both vehicles and pedestrians.

16.212 Parish Lengthsman: JS advised that he would add two new tasks for the Parish Lengthsman to undertake on his next visit to the village on 16th January 2017:

  • Ditch to be cleared of vegetation near Grace Lane
  • Leaves to be cleared on cemetery track

The councillors were advised to forward any further tasks to JS for inclusion on the worksheet.

16.213 Cemetery Report: The Community Payback team had now finished their work on the railings although no invoice has been received as yet. The members agreed that they were happy with the work undertaken. The Parish Council was also grateful for County Councillor Heron’s £500 grant towards cemetery enhancements.

Letter has been forwarded to I N Newman in relation to the condition of the gate but no response has been received as yet.

The next Cemetery Committee meeting is to be held on 8th December 2016 and will be reported back accordingly.

The Clerk advised that she had received one burial request for cremated remains to be placed in an existing cremation plot and the service was held on 2nd December 2016. A further request was granted by the Parish Council for a husband’s cremated remains to be placed in his wife’s existing cremation plot.

The Clerk was also asked to contact Cutting Edge to establish what tasks they would be undertaking over the winter period.

16.214 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

  • Entrance to Woodgreen Common Enclosure - Steps and wooden handrail - Corner near Crossways - it is the Forestry Commission’s responsibility to maintain these but as it is not an “official” entrance into the wood they may not wish to do any further work. Resident to be advised.
  • Temporary road closures were noted although dates not finalised yet. Clerk to advise when known
  • It was agreed for Woodgreen Parish Council to enter the Christmas Tree Festival and for SA to arrange for a Christmas tree to be purchased.

16.215 Financial report: Up to date Financial Statement forwarded to the Council (Appendix 2) by the Clerk.
