Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL

Held in the Committee Room in Woodgreen Village Hall on Tuesday 8th January 2019 at 7.30pm

 

Members present: Chairman Stewart Hall (SH), Sue Allpress (SA), Lance Benest (LB), John Clarke (JC) and John Sanger (JS).

Also present: Vicky Eden (Clerk)

 

18.245 Attendance Book and Apologies for Absence: Following completion of the Attendance book, apologies received and accepted from Parish Cllrs Hollinghurst and Skinner.              

18.246 Declarations of interest: No declarations received.

18.247 Minutes of previous meeting on 04/12/2018: Following a review, it was noted that amendments had been made to 18.234 so that more detail was reflected for the benefit of residents. It was then unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

18.248    Matters arising from previous minutes not appearing as agenda items:

  1. SH advised that plaque is shortly to be installed on bench near bus stop

  2. It was suggested that the analysis of the SDR information should be highlighted in the parish magazine

18.249 Public Participation Session: No members of the public present

18.250 District and County Councillor:  County Cllr Heron not present although members hope that he will present at next meeting.

18.251 Planning

Although an extension for comments had been received so that the members could consider this application in conjunction with the parish briefing note, after discussion,the members RESOLVED the following in relation to this application in line with earlier meeting:

2 - We recommend REFUSAL, for the reasons listed below, but would accept the decision reached by the National Park Authority’s Officers under their delegated powers:

  • The summer house is too close to the building

  • The proposed work is not in context with the thatched cottage which is a small dwelling

After discussion, the members RESOLVED the following in relation to this application:

1 - We recommend PERMISSION, for the reasons listed below, but would accept the decision reached by the National Park Authority's Officers under their delegated powers.

  • Happy with the proposed design, which is better than what is currently in place.

b)    Tree Applications Received:

  1. CONS/18/1238 - Rosemary Cottage, High Street, Woodgreen, SP6 2AU - Prune 1 x Robinia tree

  2. CONS/18/1262 - West Winds, High Street, Woodgreen, SP6 2AU - Prune 1 x Silver Birch tree Prune 1 x Cypress tree Fell 1 x Cypress tree

The members agreed that they were happy to leave decision to the tree officer in respect of these two applications.

c)    Other Planning Matters:

Parishioners are reminded to report any concerns in relation to breaches of planning online via the NFNPA website at http://www.newforestnpa.gov.uk/info/20041/enforcement/109/enforcement/4 or contact Clerk.

18.252    Roads & Ditches: Request for repainting of white lines has been forwarded online. Pothole near shop has been repaired. It was noted that the registration plates of recent joy riders near the Godshill inclosure (who had also been witnessed flytipping) had been reported to the police and an update will be requested. LB advised of the following closures:

15th - 17th January 2019 - Moot Lane

15th January 2019 - Woodgreen Road

18.253 Hedges and Footpaths:

The cutting list was discussed for 2019. FP3, FP2, FP1, FP4 and FP6 are currently scheduled to be cut and should continue to be cut for 2019.

18.254    Parish Lengthsman:  

  1. JS gave an update following his visit on 10th December 2018. SH gave an update following his visit on 21st December 2018. The members reported that they were very happy with work undertaken and expressed their thanks to the parish lengthsman.

  2. Date for next visit to village to be on 22nd February 2019 and members and residents are reminded to forward ideas for future tasks to JS. List of 2019 dates forwarded to JS.

18.255 Cemetery Report: The Clerk reported that fees for the two interment of ashes had been received. It was reported that one memorial stone had been removed and Chairman is to investigate and report back

Parishioners are also reminded to report any concerns in relation to fly tipping on Forestry Commission land either by telephone 0300 0674601 or contact clerk

18.256    Reading Room: Contractor has undertaken survey and suggested that the parish council consider a rebuild. Following discussion, the members agreed that the Reading Room should be repaired as per the original quotation and that a date for work to commence should be booked accordingly. Chairman to contact contractor and report back. Insurance company also to be advised.

18.257    Asset of Community Value - Sale of Horse and Groom Public House:  Moratorium period ended on 12th December 2018 and community bid was not accepted. However the members wished to congratulate community group who put bid together. It was noted that a private purchaser has been chosen by the brewery and that a public house will remain in the village.

18.258 Correspondence (including Consultations and Surveys): The Clerk presented an overview of correspondence to councillors and highlighted the following:

  1. 05/12/2018 - Woodgreen Horticultural Society offer to take over looking after the preschool garden at Woodgreen village hall. The members agreed that they were happy to accept this offer and would like to be kept posted of future plans.

  2. 07/12/2018 - Town and Parish Council Spring Workshop  - 13th March 2019 - a Highways and Transport themed Town and Parish Council event to hear about some key issues affecting the highway network across Hampshire. Email to be forwarded to EH.

  3. 13/12/2018 - New contact at loss adjuster

  4. 14/12/2018 - Affordable and community led housing in Woodgreen - HARAH

  5. 15/12/2018 - Downton Link Christmas Letter. SA to be added to correspondence list.

18.259 Update in relation to recruitment of new Clerk: The Clerk is now starting recruitment process and will report back at next meeting.

3. Parish Council Charge Card - Letter to be signed by two parish councillors to request charge card and is to be sent with a copy of current Standing Orders and last year’s accounts.

4. Budget: Documentation prepared by the Clerk was presented to the members. The Parish Council considered the documentation, discussing its budgetary requirements for the financial year 2019/2020 and whether any changes to the precept were required. Following discussion, the members RESOLVED to adopt the budget.

5. Precept Request:As the budget prepared for the year estimates an increase in overall expenditure of £315, it was RESOLVED at the precept request should be increased by that amount.

The following MOTION was then proposed:–

Woodgreen Parish Council should increase its precept request by £315 to £7921 to meetfuture expected expenditure.

18.262 Matters to be raised on next agenda: Annual Parish Meeting (members to consider date and speaker); recruitment of new clerk; review of internal audit; key parish council election dates

Date of Next Meeting: It was agreed for the next parish council meeting to be held on Tuesday 5th February 2019 at 7.30pm.

SH closed the meeting at 9.14pm.
