Minutes of the Meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 6th June 2017 at 7.30pm

Members present: Chairman Stewart Hall (SH), John Clarke (JC), Pete Skinner (PS) (arrived at 7.35pm and left at 9.20pm), Ed Hollinghurst (EH) and Julia Wilkie (JW) (arrived at 7.45pm).

Also present: Vicky Eden (Clerk), Mr and Mrs Rafferty (Hawkswood House) and their architect, Mr Pell-Stevens. Members of the public left after the agenda item - Public Participation Session

17.99   Apologies for Absence: Apologies were received from John Sanger (JS) and Sue Allpress (SA)

17.100 Declarations of interest: SH in relation to CONS/17/0390 and JC in relation to 17/00354

17.101 Minutes of previous meeting on 02/05/2017: It was then unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

17.102 Matters arising from previous minutes:

  • Halls House - The Clerk is to ascertain whether repairs to fencing have been undertaken.
  • Pony Safety Collars - An email has now been received from the verderers, confirming that they are aware of the parish council’s concerns.
  • Local distinctiveness template - It was agreed for EH and JC, as members of the Western Escarpment Conservation Area Steering Group (WECASG), to look into this matter further with JS (particularly whether the template could be made more user friendly) and report back at the next meeting.
  • Review of recreation management strategy - The members were advised that the consultation is to start on 19th June 2017 and end on 13th August 2017.
  • Response re fly tipping - An email has now been received from Wiltshire Council, advising that only a minimal increase was identified from the fly-tipping data before and after the introduction of the reduced hours at HRCs in July 2015 and that the council will continue to monitor the situation in Wiltshire.   • Update on Welcome Packs - Due to absence of SA, no update as at the present time.
  • Parish Council Insurance - The Clerk confirmed that 2017-2018 is last year of long term agreement and that this year’s renewal premium included an increase of 2% in IPT.
  • Signage when driving into Cricket Club - PS confirmed that he had spoken to the Club and it was noted that some notices are now in place.

17.103 Public Participation Session: The residents of Hawkswood House and their architect gave a thorough overview of their thoughts and intentions in relation to their planning application 17/00354 and sought the views of the parish councillors. They were aware that the planning officer believed that the plans exceeded the 30% increase allowed and were considering withdrawing the application so that the appropriate reduction could be made. The council expressed their concerns mentioned below.

17.104 Planning Applications: Planning Applications Received:

  • 17/00354 - HAWKSWOOD HOUSE, CASTLE HILL, SP6 2AX - Replacement dwelling

After a discussion, the parish council RESOLVED the following in relation to the above planning application:

2. We recommend REFUSAL, for the reasons listed below, but would accept the decision reached by the National Park Authority's Officers under their delegated powers:

  • The increase in floor space requested exceeds 30% limit allowed under DP11.
  • Woodgreen was a conservation area in its own right prior to its inclusion in the Western Escarpment CA and it is a residential rather than agricultural area with a mix of housing. We do not find the current plans with their bias towards an agricultural look fits or enhances the local vernacular.
  • The views towards and from the WECA are of great importance and although the natural brick walls will blend in better with the escarpment, the elongated design and large areas of fenestration along the western side and in the roof are likely to cause considerable light pollution and make the dwelling more visible. As far as the roof is concerned we would prefer to see a natural material used such as slate and for the height of the ridge not to exceed the existing house. The existing two storey garage is also now likely to be seen from the west.
  • We welcome replacement of the existing dwelling and annex but in a style more sympathetic to the character of the village.

The Clerk will forward comments to NFNPA accordingly.

Tree Works Applications:

  • CONS/17/0390 - Orchard End, High Street, SP6 2AU

After a short discussion, the Parish Council agreed that no comments were required in relation to this application.

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1. JC highlighted that conditions had been put in place in relation to TPO/17/0303 (Langat House) to ensure that replacement trees are planted.

17.105 Roads & Ditches: It is still unclear as to why the sandbox had been moved from the top to the bottom of Woodgreen Common Road and the Clerk is awaiting a response from Hampshire Highways accordingly.

17.106 Hedges and Footpaths: It was noted that there are a number of properties where hedges are overgrown which is becoming a problem and SH has already spoken to the caretaker at Nuthatch. SH will also contact owner bordering the narrow section of Little Drove and for EH to liaise with the residents at Walbrook.

The members reiterated that the Parish Council would be pleased if householders would trim hedges back on all highways and rights of way so that there is clear passage for both vehicles and pedestrians.

17.107 Parish Lengthsman: The Clerk confirmed that the Parish Lengthsman’s next visit to the village is on 10th July 2017. New tasks were considered and agreed to be added to the worksheet as follows:

  • Clearance of brambles where new fence has been installed on the road to Breamore
  • Pruning of apple tree at the back of the Reading Room
  • Clearance of Trims Drove

Members were asked to forward on any other new tasks to JS.

17.108 Cemetery Report: The Clerk confirmed that the record keeping project is ongoing and that she had received two memorial requests (one new memorial and one amendment to inscription) which the cemetery committee had approved. Repair to bench is to undertaken shortly.

17.109 Telephone Box: A contract has now been received from BT and members asked the Clerk to contact Hampshire Association of Local Councils (HALC) for legal advice on aspects of the agreement received. SH had received a quotation for the painting of the box (£215) which was felt to be good value for money and would be considered further should the Parish Council adopt the box. Usage of the box as a parish history kiosk was felt to be the best option for its use.

17.110 Annual Litter Pick: Following on from a suggestion at the Parish Assembly, the members agreed that a litter pick should be undertaken on an annual basis and provisionally set a date of the first weekend in September 2017. Volunteers are to contact SH directly.

17.111 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

  • 5. Transparency Fund - The members will consider an application to this fund to ensure that the Parish Council has sufficient IT equipment to meet ongoing requirements to the Transparency Code. This matter will be added to the next agenda.
  • 38. County Cllr Edward Heron’s attendance at future meetings was noted.
  • The council would like to thank the Sheldon Family and their stalwart band of helpers for the excellent garden party held at the May Bank Holiday. This event has contributed greatly to village life over many years and raised an enormous amount for charitable causes.

c)         Internal Audit 2016-2017: Internal audit now undertaken. The Parish Council approved and signed a cheque made payable to Ann Simmons in the sum of £40 for the financial year 2016-2017 and expressed their thanks for her work.

d)         Annual Accounts 2016-2017: The finalised annual accounts and completed Audit Commission Annual Return for the financial year ended 31st March 2017 were presented to the Council. The Parish Council RESOLVED that the annual accounts and Audit Commission Annual Return (including the Annual Governance Statement 2016/17 followed by the Accounting Statements 2016/2017) were a correct record. They were then signed and dated by the Chairman and Clerk and are to be forwarded to BDO. Electors Rights are to begin on 9th June 2017.

e)         Pensions Regulator - The Clerk advised that the confirmation of Compliance Declaration has been received and reiterated that as she did not meet certain criteria (i.e. earning over £192 per week (or £833 per month)), she did not have to be automatically enrolled into a pension scheme provided by the parish council.
