Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL

Held in the Committee Room in Woodgreen Village Hall on Tuesday 5th March 2019 at 7.30pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), John Sanger (JS) John Clarke (JC) and Pete Skinner (PS) (left at 9.34pm during 18.300.4).

Also present: Vicky Eden (Clerk) and County/District Councillor Heron (arrived at 8.40 pm after Hale PC meeting during 18-19.293)

 

18.283 Attendance Book and Apologies for Absence: Following completion of the Attendance book, apologies received and accepted from Parish Cllrs Allpress and Benest

18.284 Declarations of interest: JS in relation to his role on NFNPA Planning Committee;

18.285 Minutes of previous meeting on 05/02/2019: Following a review, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

18.286    Matters arising from previous minutes not appearing as agenda items:

  • Sale of Horse and Groom Public House - It was noted that the new owner took possession on 27th February 2019. If the parish wish for the public house to become an Asset of Community Value in the future the process would need to begin again.

  • Annual Parish Meeting - Woodgreen Village Hall has been booked for the evening of 30th April 2019 and Craig Daters has confirmed that he can attend. Topics suggested for the ranger to speak about included ‘Wildlife and Wildlife threats. What can people do?’ and ‘A day in the Life of a Ranger.’ The agenda was also discussed and local organisations are to be invited accordingly.

  • Parish Council Elections 2019 - Nomination forms can be downloaded online from the following link for the parish council elections to be held on 2nd May 2019:

  • Internal Audit - Date confirmed as 11th June 2019. External Audit may be required next year.

  • WI Tree/Preschool Garden - Chairman reiterated that the members of the Hale and Woodgreen Horticultural Society have volunteered to maintain the preschool garden and have forwarded a request for funding (see item 18.300.4). Further funding may be available from NFNPA

  • Woodgreen Millenium Album - Chairman gave a short report following correspondence received and members agreed that they would like to be supportive of this further project. Clerk is to request advice from HALC prior to responding.

  • Annual Village Spring Clean - JC to lead the annual village spring clean, which will be held on the weekend of 6th-7th April 2019. Clerk to forward NFDC email in relation to litter picking equipment.

  • Parish Council Charge Card: The Clerk advised that Lloyds Bank can offer the parish council a charge card with a minimum limit of £1000. The members RESOLVED to proceed on this basis.

18.287 Public Participation Session: No members of the public present

The report by the District and County Councillor was moved to later in the meeting (see 18.297) as Cllr Heron was not present at this point in the meeting

18.288 Planning

19/00061/NMA - PINK COTTAGE, MERRIE GARDENS, WOODGREEN, SP6 2AT - Outbuilding (Application for a Non-Material amendment to planning permission reference 18/00918) - Raise No Objections

Other Planning Matters: JS advised that the new Enforcement Officer would be speaking at the next Quadrant meeting.

18.289    Roads & Ditches:

  • Salt bin request has been declined as it would have been located on potential grazing space but the enquiry has been referred on by SH to Barry Dowsell (Verderer) to review a new site nearby. It was noted that salt bins and refills can be requested online.

  • Godshill Parish Council now aware of bricks or rocks being left too close to highway on verges in Godshill Parish.

  • No further reports of joyriders near the Godshill Inclosure

  • SH raised his concern in relation to the road from the A338 in Breamore to Woodgreen. On the left hand side, between Chubb’s Trunk and the brick mill bridge, there is a stream which was protected by railings. However, these railings are now falling into the stream, with their concrete posts having been uplifted so that the road is effectively falling into the stream. There is a real danger that a vehicle could end up in the stream as the brambles are not a sufficient barrier. On the other side of the road, there is an overgrown yew tree which forces drivers into the middle of the road, making matters worse. Members are very concerned about the safety of this road both for drivers and pedestrians. Clerk to advise Hampshire Highways and Breamore Parish Council and report accordingly, copying in County Cllr Heron.

18.290 Hedges and Footpaths: The gate at top of Halls Field is now fixed and hedges near Little Drove have been trimmed. Members expressed their thanks.

18.291    Parish Lengthsman:  Cllr Sanger gave an update following the lengthsman visit to the village on 21st February 2019. Date for next visit to village to be on 15th April 2019 and members and residents are reminded to forward ideas for future tasks to JS. Suggestions include:

  • Further vegetation trimming on Love Lane

  • Ditch clearance on Trims Drove

  • Steels Drove gate to be fixed

18.292 Cemetery Report: No new enquiries although payment received for recent interment and memorial request. Clerk to request fee in respect of recent additional inscription and contact funeral director in relation to an interment in 2016

Parishioners are also reminded to report any concerns in relation to fly tipping on Forestry Commission land either by telephone 0300 0674601 or contact clerk

18.293    Reading Room: Update by Chairman. Meeting with contractor held with SH, EH and Clerk on 26th February 2019. Scaffolding now up so that roof can be safely removed and site is no longer accessible without pre authorisation. Both loss adjuster and solicitor are aware. EH advised that he had liaised with the planning department to ensure that planning permission is not required and is awaiting written confirmation following verbal agreement. The members RESOLVED that invoices could be forwarded to the loss adjuster between parish council meetings although it was noted that a JCT contract is still to be forwarded from the contractor. It was agreed that this contract must be in place as a matter of urgency.

18.294 Risk Assessment: Updated document presented to members. Further amendments required in relation to Reading Room and Defibrillator so the final document will be approved at the next meeting.

18.295 Fixed Asset Register: Existing document presented to members as no assets purchased in the last financial year. Annual inspection of assets required and consideration was given to employing a surveyor to ascertain current values for insurance purposes.

18.996 Defibrillator: Chairman provided an update following recent correspondence received stating that the defibrillator required maintenance. It has now been fitted with replacement pads and, as Woodgreen Parish Council is responsible for maintenance the members RESOLVED payment of £87.60 to Community Heartbeat accordingly.

18.297 District and County Councillor: County Cllr Heron provided a short report focusing on Hampshire County Council’s (HCC) recycling policy as concern was expressed that not enough is being done. The County Council will not recycle if it does not know where the waste ends up hence it does collect less than other bodies. There is a project to build a new recycling facility but currently awaiting authorisation from central government. The county councillor advised that he would see if a suitable speaker from HCC would be available to provide further information on recycling at the annual parish meeting. It was also highlighted that Hampshire County Council has increased its precept by 2.99%, although many difficult decisions remain as there is no revenue support grant moving forwards

18.299 Update in relation to recruitment of new Clerk: Clerk advised that she wished to defer her resignation until after audit of cemetery completed and members agreed.

  1. Grant Aid: The Clerk confirmed that requests for Grant Aid had been received throughout the year from the following charities: New Forest Disability, New Forest Citizens Advice and Hale and Woodgreen Horticultural Society (for maintenance of the preschool garden). Following a discussion, the parish council RESOLVED that the following organisations would receive Grant Aid as detailed below as villagers were currently benefiting from their services and the funds would help the organisations to continue with their work:
