Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL

Held in the Committee Room in Woodgreen Village Hall on Tuesday 4th December 2018 at 7.30pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), Sue Allpress (SA) (arrived at 7.46pm - 18.230), Lance Benest (LB), John Clarke (JC), and Pete Skinner (PS).

18.227 Attendance Book and Apologies for Absence: Following completion of the Attendance book, apologies received and accepted from Parish Cllr Sanger (attending Hale PC) and Cty Cllr Heron              

18.228 Declarations of interest: No declarations received.

18.229 Minutes of previous meeting on 06/11/2018: Following a review, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

18.230    Matters arising from previous minutes not appearing as agenda items:

  1. SH advised that a plaque for the bench near the bus shelter has been purchased but not yet collected

  2. LB attended training on 14th November 2018

  3. IT storage now increased from 300MB to 1.3GB

  4. It was noted that Woodgreen Parish Council would be entering the Woodgreen Christmas Tree Festival on 7th December 2018 and the councillors were happy that a tree had already been purchased at a cost of £15.00.

Following discussion and based on information received to date (the parish briefing note has not yet been received), the members RESOLVED the following in respect of this application:

2 - We recommend REFUSAL, for the reasons listed below, but would accept the decision reached by the National Parish Authority’s Officers under their delegated powers:

  • The summer house is too close to the building

  • The proposed work is not in context with the thatched cottage which is a small dwelling

Clerk to advise NFNPA accordingly although the members asked if the clerk could enquire if a decision could be deferred until after the next meeting on 8th January 2019 so that parish briefing note could be taken into consideration

18.234    Roads & Ditches: LB gave an update on the recent SDR analysis received:

During a two week period at the end of October, the Parish Council in partnership with New Forest District Council (NFDC) carried out an exercise to monitor the speed of traffic passing through the village.  Two 30mph locations (on the road to/from Breamore and from Densome Wood ) were selected.

Whilst the results indicated that although the average speed of traffic was just under 30mph there were a significant number of vehicles travelling in excess of this limit.  Indeed 18% of the traffic was exceeding the police tolerance for receiving a fixed penalty notice. More worryingly, on three occasions, traffic travelling in excess of 50mph was recorded.

The detailed results of the exercise has been passed to the relevant authorities for their consideration.

We are fortunate that as a village we have not suffered any injuries as a result of excessive speed and the Parish Council is keen to maintain a safe environment for our community and visitors.  Please be aware of the speed you are travelling at through the village - you never know what's just around that corner.

LB was thanked by the members for his work in this matter.

SH advised that joyriders had been driving over the inclosure verges again and this is to be reported accordingly.

It was noted that the Castle Hill salt bin has been moved to a better location.

A pothole has been identified near the old shop and SH is to investigate accordingly.

The Clerk is to request that all white lines are to be repainted throughout the village as the stop line at the bottom of High Street is no longer clear. Cty Cllr Heron to be copied in.

18.235 Hedges and Footpaths: Overall, it was agreed that overgrown vegetation is not a problem in the village at present although EH is to liaise with one property owner in Brook Lane. Parishioners are reminded to report any concerns in relation to Rights of Way online via website at https://www.hants.gov.uk/landplanningandenvironment/rightsofway/reportaproblem  or contact Clerk.

18.236    Parish Lengthsman:  His next visits to the village are on 10th December 2018 (for usual tasks) and 21st December 2018 (for brush wood clearance at Castle Hill viewpoint and the Lengthsman is to meet with SH on 10th December 2018 to discuss further. The Forestry Commission is aware and a risk assessment has been prepared). Date for next visit to village to be on 22nd February 2019 and members and residents are reminded to forward ideas for future tasks to JS.

18.237 Cemetery Report: The Clerk reported that there have been 3 enquiries:

Interment of Ashes (reopen of existing plot) on 11th December 2018

Interment of Ashes into new plot on 14th December 2018

Memorial request - information sent to stone mason

Undertakers spoken to in relation to spoil and looking through historic records to ensure both sets of records correct

The clerk provided an update following recent fly tipping near the cemetery and Cutting Edge were thanked for reporting the matter to the parish council so promptly. Parishioners are also reminded to report any concerns in relation to fly tipping online via the NFDC website at  http://www.newforest.gov.uk/article/7937/Fly-tipping or contact clerk

18.238    Reading Room: Loss adjustor chased progress on 3rd December 2018 and was advised of actions from last minutes. SH confirmed that he has heard from the contractor who will undertake a survey shortly and liaise with EH accordingly.

18.239    Asset of Community Value - Sale of Horse and Groom Public House:  No further update to report although the members wished to record that the parish council is pleased that there is private and community interest to retain a public house in the village. The moratorium period is to end on 12th December 2018.

18.240    Correspondence: The Clerk presented an overview of correspondence to councillors and highlighted the following:

  • National Grid VIP New Forest Ground Investigation Surveys

  • New Forest District (Outside The National Park) Local Plan 2016-2036 Part 1: Planning Strategy - Submission To The Secretary Of State - 1st November 2018

  • New Forest Passenger Transport Forum on 6th December 2018, Pine Hall Lyndhurst

  • Downton Link AGM - 16th November 2018 and subsequent minutes

  • Scope - Suggestions on possible locations for textile recycling facilities in Woodgreen

  • Operation Resilience - TV661w - Moot Lane, Hale, Carriageway Resurfacing - Rescheduled 18/12/2018 for two days

  • Forest Design Plan

  • Verderers - Declaration of Uncontested Election

  • OS base map - EH gave update, reporting concerns about redundant signs in villages. PS to check if a Woodgreen sign has fallen over.

  • Notice of Clerk’s intention to resign by summer 2019

18.241 Consultations and Surveys: National Parks review launches call for evidence - The members were advised that the deadline for comments is 18/12/2018

  1. Parish Council Charge Card - The Clerk advised that the Parish Council could have debit card (with no limit but an application form would need to be completed) or a charge card (limited spending and Standing Orders and annual accounts required with letter to be forwarded). The members RESOLVED that the clerk should request a charge card and paperwork is to be prepared accordingly.

  1. Budget: Paperwork prepared by the clerk presented to the members. Further amendments were suggested and the final paperwork is to be prepared for the January meeting during which the budget 2019-2020 and precept request 2019-2020 is to be agreed. Precept request must be forwarded by 14th January 2019
