Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL
Held in the Committee Room in Woodgreen Village Hall on Tuesday 5th February 2019 at 7.30pm
Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), Lance Benest (LB), John Sanger (JS) and Pete Skinner (PS).

18.263 Attendance Book and Apologies for Absence: Following completion of the Attendance book, apologies received and accepted from Parish Cllrs Allpress and Clarke
18.264 Declarations of interest: JS in relation to his role on NFNPA Planning Committee; SH in relation to 18/00908/LDCP
18.265 Minutes of previous meeting on 08/01/2019: Following a review, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.
18.266 Matters arising from previous minutes not appearing as agenda items:
Correspondence has been received advising that certain links on parish council website not working. Clerk and LB to liaise with NFNPA in relation to correct links and advise website provider accordingly.
Sale of Horse and Groom Public House - Contract negotiations are ongoing
Joyriders near Godshill Inclosure - Hampshire Police currently liaising with witnesses
18.267 Public Participation Session: No members of the public present
18.268 District and County Councillor: County Cllr Heron not present but he has advised that he hopes to be at March meeting.

Other Planning Matters: SH advised that A3 printing could be done at community shop in relation to future planning applications although the Clerk is to write to the NFNPA Planning Department highlighting members concerns that paper copies of planning applications are no longer to be forwarded.

18.270 Roads & Ditches: LB advised that Community Speedwatch schemes were promoted at the volunteer fair in Lyndhurst on 27th January 2019 and that such a scheme could be a possibility for the village to help address speeding concerns
Clerk is to rerequest new salt bin to be located near Keepers Cottage and Chestnut Lodge further to the March 2018 Minutes
Concern in relation to bricks or rocks being left too close to highway on verges in Godshill Parish to be reported to Godshill Parish Council.
The members also wishes to record their thanks to villager who repaired latch on gate near Cattle Grid on Hale Road.

18.271 Hedges and Footpaths: The Clerk confirmed that she had forwarded list of footpaths for 2019 Cutting List as per previous meeting.

18.272 Parish Lengthsman:
Date for next visit to village to be on 22nd February 2019 and members and residents are reminded to forward ideas for future tasks to JS. Suggestions for future tasks included:
Brambles at back of bench near Love Lane to be removed
Ditch down Trim’s Drove to be cleared
18.273 Cemetery Report: Two enquiries received - Interment of ashes into new plot at on 13th February 2019 and a memorial request in relation to AA11 - the members reiterated that the stone to be used should be in a light, matt finish and adhere to the correct dimensions as advised on the website. Investigation into removal of one memorial stone ongoing.
Parishioners are also reminded to report any concerns in relation to fly tipping on Forestry Commission land either by telephone 0300 0674601 or contact clerk
18.274 Reading Room: Update by Chairman. Contractor has advised that the work is to commence on 4th March 2019, with a prior meeting with members and Clerk on 26th February 2019. Loss adjuster and solicitor to be made aware.
18.275 Annual Parish Meeting:
Members suggested two dates (Tuesday 30th April 2019 or Friday 10th May 2019). Clerk is to liaise with Woodgreen Village Hall accordingly.
JS suggested that Craig Daters, NFNPA Ranger, would be keen to speak at Woodgreen Annual Parish Meeting. Clerk is to contact accordingly and confirm his availability.
18.276 Parish Council Elections: Key dates are as follows:
Publication of Notice of election (in NFDC’s area) - 22 March 2019 (nominations accepted from this date).
Notices (to be provided by NFDC) should be published on Parish Council’s websites too on 22 March 2019
Closing date for receipt of nominations – 4.00 p.m. Wednesday 3 April 2019
Publication of Statements of Persons Nominated – Thursday 4 April 2019 (on Parish Councils’ websites too).
Polling day – 7.00 a.m. – 10.00 p.m. Thursday 2 May 2019
Clerk to confirm whether nomination papers will be available online.

18.278 Update in relation to recruitment of new Clerk: Working group to be set up to consider updated job description, hours and remuneration. Clerk to review time spent ready for March meeting.
18.279 Financial report:
Santander £70,000 as at 18.10.2018 (interest previously transferred into Lloyds account)
NSI £5154.77 as at 01.01.2019
Income: NSI interest - £37.11
Expenditure: The following cheques were approved and signed for
Clerk’s salary February 2019 and expenses
Review of Internal Audit: The members reviewed matters raised at internal audit in June 2018
Grant Aid: The Clerk advised that only two applications had been received to date. The members agreed that this matter would be added to next agenda and applications from local charities are requested before 28th February 2019.
