Minutes of the meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 1st November 2016 at 7.30 pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), John Clarke (JC) and Pete Skinner (PS) (left at 9.20pm)

Also present: Vicky Eden (Clerk) and County Councillor Edward Heron (arrived at 8.39pm)

16.184 Apologies for Absence: Apologies were received from Parish Councillors Julia Wilkie (JW), John Sanger (JS) and Sue Allpress (SA)

16.185 Declarations of interest: No declarations of interest were declared

16.186 Minutes of previous meetings on 04/10/2016 and 11/10/2016: Following a short discussion, it was unanimously RESOLVED that these minutes be accepted as an accurate record and were duly signed by JC (04/10/2016) and SH (11/10/2016).

16.187 Matters arising from previous minutes:

●      MB Whitlock had been contacted by both EH and the Clerk. He hopes to begin repairs to the gateposts and fencing in Halls Field shortly.

●      Telephone Box - Clerk to forward photographs of current condition of telephone box as per correspondence received. The members agreed that they would not want to see the box removed from Woodgreen. County Cllr Edward Heron later advised that BT is to redo the list of phone boxes for possible removal that they had previously drafted in relation to the National Park.

●      Archiving process and fire proof cabinet - No further progress made but Clerk will report further at next meeting

●      Responsibility for producing Woodgreen Welcome Packs - Due to absence of SA, this matter was not discussed.

16.188 Public Participation: No members of the public were present.

16.189 Report by County Councillor - County Councillor was not present when this item was raised.

16.190 Planning Applications: No new planning applications received

Tree Works Applications: No new tree works applications received

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1.

16.191 Verge Protection Programme: JC provided an update. It is hoped that work will be completed by the end of the calendar year and the members agreed that the parish council will continue to press for completion of the outstanding work.

16.192 Roads & Ditches:  The Clerk provided an update. Previous concerns raised were addressed with Bob Brown, HCC Highways, on 10th October 2016. Further concerns to be forwarded included:

●      An oak tree on the verge towards Breamore is dying and branches are falling onto the road. It is becoming a hazard.

●      The bridges on the road to Breamore are becoming restricted by vegetation. It was also noted that no correspondence has yet been received from Breamore Parish in relation to the Breamore Arch (where the road is becoming too narrow due to adjacent vegetation growth) so the Clerk is also to raise this matter with Bob Brown.

●      Drain near Avonview is not efficient due to the overflow from the drain near the cemetery (it was agreed that this drain requires a head)

●      The dropped drain near Crofters was reiterated as a problem - Bob Brown did not see this on his last visit.

Parishioners also were reminded to report any concerns online via the Hampshire County Council (HCC) website at http://www3.hants.gov.uk/roadproblems.

The Parish Council had been made aware that Grace Lane had recently been blocked by a builder's van and wish to remind parishioners that the blocking of highways is not permitted.

16.193 Hedges and Footpaths: The Clerk advised that a parishioner had reported a concern in relation to the stile on the Common (near Love Lane). EH will liaise with M B Whitlock and organise an emergency repair if necessary.

The Parish Council would also be pleased if householders would trim hedges back on all highways and rights of way so that there is clear passage for both vehicles and pedestrians.

16.194 Parish Lengthsman:  Due to absence of JS, there was no report on this item although it was noted that the parish lengthsman last visited the village on 17th October 2016. The members confirmed that they were happy with work undertaken to date.

16.195 Cemetery Report: Update on Community Payback visits was provided by SH. He advised that the team had done a good job on cleaning the concrete bases and washing down the railings. This had revealed that the condition of the paintwork was better than expected. The last Community Payback visit will be on 3rd November 2016 and EH will meet and greet the team. EH was also thanked for repairing some bolts on the railings, which had been noticed during the recent Community Payback visits. County Cllr Edward Heron confirmed that he would be happy to provide a grant from the district council to help towards enhancing the cemetery grounds.

The condition of the gate leading into the cemetery was then discussed. This gate may have sustained some damage when being removed by undertakers to allow a digger access to the grounds. It was agreed for a letter to be drafted to I N Newman for advice once the Community Payback team had finished.

The next Cemetery Committee meeting is to be agreed in due course.

The Clerk advised that she had received one burial request for created remains at an existing family grave which will be on 4th November 2016. The £200 fee has already been received.

16.196 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

●      The members will monitor progress of the Precept Capping Consultation

●      Community Challenge Fund information to be forwarded to EH

16.197 NFNPA Local Plan - Part One: Further to the NFNPA publication of a draft Local Plan, the members considered suitable comments prior to the deadline of 28/11/2016. County Cllr Edward Heron advised that the new draft local plan was a refresher rather than a redoing of the existing plan. The following areas were discussed and agreed to be included the comments to be forwarded:

●      The stretch of the Avon Valley in the North West Corner should be highlighted to ensure that its water meadows are maintained successfully

●      It was felt that the plan was very restrictive in relation to the building of new homes, particularly the 100 square metre rule for new homes, with only forest workers having the opportunity to extend their properties to 120 square metre (in exceptional circumstances).

●      Policy 28 (d) was also considered to be restrictive in relation to the building of new homes. Potential property owners may be looking to buy in a rural area so would be aware that certain services would not be available.

●      It was noted that 2.10 does not mention Fordingbridge as a local town, adjoining the national park.

●      No vehicular access to local schools was also raised as a concern.

It was agreed for the Clerk to draft comments as detailed above and forward to all councillors for consideration prior to forwarded to the NFNPA.

●      Wednesday 2 November 2016, Sway Village Hall, 2pm – 7.30pm

●      Wednesday 9 November 2016, Godshill Village Hall, 2pm – 7.30pm

16.198 Training: Three Woodgreen Parish councillors attended a HALC session on ‘The Knowledge’ and agreed that it had been a very worthwhile session.

16.199 Financial report: Up to date Financial Statement forwarded to the Council (Appendix 2) by the Clerk.

●      Income: £200 interment fees received from I N Newman not yet banked.

●      Expenditure: The following cheques were approved and signed for (as per Appendix 2).

●      Thirsk Payroll - The Parish Council considered Thirsk Payroll’s revised fees for processing the payroll requirement for the Clerk’s monthly fees (£15 per monthly run (payable quarterly in arrears)) and RESOLVED that the fees were acceptable. The Clerk will contact Thirsk Payroll accordingly.

●      Draft Budget - The Clerk forwarded a draft budget document to all councillors for their consideration prior to the next meeting when the 2016-2017 budget will be discussed and approved. The Clerk also confirmed that she had started the Compliance Declaration for the Pensions Regulator and would report back at the next meeting.
