Minutes of the Meeting of WOODGREEN PARISH COUNCIL Held in the Committee Room at Woodgreen Village Hall on Tuesday 7th November 2017 at 7.30pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), Pete Skinner (PS), John Sanger (JS), John Clarke (JC) and Sue Allpress (SA).

Also present: Vicky Eden (Clerk)

 

17.195 Apologies for Absence: Apologies were received from Cllr Julia Wilkie (JW)

17.196 Declarations of interest:  JS for NPA Development Control Planning Committee.

17.197 Minutes of previous meeting on 03/10/2017: The previous minutes were reviewed. It was then unanimously RESOLVED that these updated minutes be accepted as an accurate record and were duly signed by the Chairman.

17.198 Matters arising from previous minutes:

  • Transparency Code: The application was approved and £1000 is now held in the current account. Clerk to research suitable IT equipment and purchase accordingly.
  • Clerk in process of arranging WPC email addresses and will report back accordingly.
  • A letter to WVHA in relation to future annual grants was also read out and agreed to be forwarded.
  • Woodgreen Welcome Packs - Further thoughts of the members in relation to this matter were requested by 17th November 2017, after which SH will collate information and arrange meeting with David Mussell and Kirsten Davies, make amendments and send out to latest new residents and ask for their comments. The members were very happy with work undertaken to date and wished to express their thanks again to David and Kirsten.
  • Parish Lengthsman - JS advised that he had spoken to Fordingbridge Town Council to confirm that a rolling worksheet is in place.

The Chairman then moved forward an item on the agenda to bring an item of correspondence to the members’ attention.

17.199 Correspondence: The Chairman read out a letter of resignation from Parish Councillor Julia Wilkie which was accepted by the Parish Council. The members wished to record their thanks to JW for all her work as a parish councillor and her many contributions to the village. The Clerk will now contact NFDC to begin the process for filling a casual vacancy.

Responsibilities previously undertaken by JW were then allocated as follows and will be reviewed following the appointment of a new member:

Planning: SH, EH and SA

Cemetery: SH and SA

Police Liaison: SA to research current responsibilities and report back

Downton Link: SA to attend AGM on 10th November 2017

17.200 Public Participation Session: No members of the public were present.

17.201 Planning Applications:

  • Planning Applications Received: No new applications received
  • Tree Works Applications:
    • TPO/17/0902 - Millersbrook House, Woodgreen Common Road, SP6 2QX - Fell 1 x Beech tree, Prune 1 x Red Oak tree - Comments deadline 31 October 2017.
    • CONS/17/0938 - Amberleigh House, High Street, SP6 2AR - Fell 1 x Willow tree, Prune 1 x Willow tree, Prune 1 x Ash tree - Comments deadline 07 November 2017.
    • CONS/17/0939 - The Old Cottage, High Street, SP6 2AR - Fell 1 x Horse Chestnut tree, Fell 1 x Sycamore tree, Prune 2 x Willow trees - Comments deadline 07 November 2017.
    • TPO/17/0956 - Forest Glen, Lower Densome Wood, SP6 2BE - Fell 1 x Western Red Cedar tree - Comments deadline 13 November 2017.

After a short discussion, the Parish Council agreed that no comments were necessary in relation to these tree work applications although EH and JC will contact the tree officer should they have any concerns in relation to TPO/17/0956.

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1.

17.202 Roads & Ditches: HCC confirmed that the maintenance of the verges near Densome Wood is Forestry Commission responsibility and this matter will be raised with the Western Escarpment Conservation Area Steering Group (WECASG) at the next meeting on 13th November 2017. Clerk is to arrange a visit with Hampshire Highways to ensure all concerns have been reported including:

  • faulty pedestrian gate cattle grid on Hale Road
  • excessive vegetation under the white iron bridges on the road into Breamore.
  • manhole cover on Lower Common Road
  • spring at bottom of Grace Lane
  • potholes on left hand side of Hale Road near village shop
  • faulty drain on Brook Lane
  • long grass at junction to A338

Parishioners are reminded to report any concerns online via the Hampshire County Council (HCC) website at http://www3.hants.gov.uk/roadproblems or contact Clerk.

17.203 Hedges and Footpaths: Residents have now been asked to cut back vegetation and the matter will continue to be monitored in Grace and Brook Lane which are the narrowest highways in the parish. Response received from Gary North, Forestry Commission, in relation to the issue of fly tipping and this was read out the members. Clerk is to write to express the members’ thanks that the matter was being looked into and to confirm that all instances of fly tipping will continue to be reported.

17.204 Parish Lengthsman: Clerk advised that next visit should be in January 2018 and that both members and parishioners can suggest and forward any new tasks to JS directly. New tasks suggested included:

  • Bus shelter
  • Cleaning village fingerposts and official road signs.

17.205 Cemetery Report: No further update in relation to the record keeping project and one new enquiry has been received in relation to the location of a grave. Cemetery committee is to investigate further. The Parish Council confirmed that the members were happy to give a recommendation for Cutting Edge to “Checkatrade” as they were pleased with the grass cutting they perform.

17.206 Reading Room: Report by structural engineer has been forwarded to the insurance company and loss adjustor. An invoice has been received accordingly and will be settled once a response is received from Zurich Municipal/loss adjustor. EH and SH had also tidied up the Reading Room to ensure documentation was safe.

17.207 Telephone Box: Signed copy of contract received from BT so the Parish Council now owns telephone box although the telephone is yet to be removed. Clerk is to notify insurer and add to asset register accordingly. It is hoped that the box can be tidied up and converted into a local history kiosk.

17.208 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

The parish council had also been advised of an incident involving a vehicle and a resident’s hedge. Clerk is to write to the resident to thank them for bringing the matter to the members’ attention.

One resident had also raised a concern about the time taken to publish minutes. Draft minutes are published on the parish noticeboard at the village shop and on the parish website thereby meeting regulatory requirements, and at the same time a copy is sent for inclusion in the next monthly parish magazine. Council meetings take place on the first Tuesday of each month and an agenda is published on the noticeboard and website three clear working days before the meeting.
