Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL

Held in the Committee Room in Woodgreen Village Hall on Tuesday 6th November 2018 at 7.30pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), Sue Allpress (SA), Lance Benest (LB), John Clarke (JC), John Sanger (JS) and Pete Skinner (PS).

Also present: Martine Coatham (Locum Clerk) plus two representatives to speak about the proposed removal of the pylons in Hale.

18.209 Attendance Book and Apologies for Absence: Following completion of the Attendance book, there were no apologies.              

18.210 Declarations of interest: JS in relation to his role on NFNPA Planning Committee, JS as a neighbour to tree application 18/1043 and JC as a neighbour to tree application 18/1085.

18.211 Minutes of previous meeting on 02/10/2018: Following a review, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

18.212    Matters arising from previous minutes not appearing as agenda items:

  1. Opening of Local History Information Kiosk on 13th October 2018 - SH gave an update, noting that the event went well.

  2. Archiving - Clerk went to the Hampshire Records Officer in Winchester on 9th October 2018 and archived minutes and financial documentation up to 2012.

  3. Parish Council IT arrangements - Increased storage has been requested and costs will be charged to existing parish councillor credit card whilst parish council charge card is being set up. Clerk to report back at next meeting.

  4. Repair/replacement of benches - please see 18.221

  5. 2nd May 2019 Parish Council elections - Estimates of costs now received from NFDC. A poster is to be placed on the noticeboard encouraging interested parishioners to consider standing.

18.213    Public Participation Session: The two representatives gave a short presentation noting concerns about the potential damage to the habitat of the proposed works and the potential future maintenance.  A copy of their presentation was retained. SH noted that the Parish Council were not taking a stance on the proposals due to the varied views of residents within the parish, but were receiving the communications and attending consultations as appropriate.  The representatives left the meeting at 7.55pm.

Following discussion it was agreed to leave the decisions to the officers but to note the importance of the Oak trees at Fairwynds and the Scots Pine at The Cleve and to request that the works only go ahead if the tree officer considers that they will help maintain the trees in the long term. Clerk to advise NFNPA accordingly.

c)    Other Planning Matters:

Clerk to report back on possible breaches of planning at next meeting, it was noted that more plastic sheeting has appeared on another property (to keep under review).  It was suggested that this should be raised at the next Western Escarpment Meeting.

The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1.

18.215    Roads & Ditches: Cattle Grid has now been replaced, it was agreed to send a note of thanks for the works as members agreed that the work had been carried out well and consideration for residents had been shown.

LB noted that the SID/SDR equipment had been in place for one week at the entrance to the village from Breamore and had been moved to the Hale road for a further week, after this time data would be available for review.

18.216 Hedges and Footpaths: Countryside Access Team has advised that the contract for the cutting schedule is out for tender. Any amendments to the cutting list to be forwarded prior to February 2019.

Historic Footpaths – SH reported on the recent communication about a potential route through the parish being considered for the historic footpaths project.  It was agreed that EH would be the point of contact, with support from LB.

18.217    Parish Lengthsman: Members were asked to forward on any new tasks to JS to add to the worksheet for his next visit on 10th December 2018.  Removal of bramble on the common on the corner of Grace House was noted. Additional day reserved on 21st December 2018 for brush wood clearance at Castle Hill viewpoint.

18.218 Cemetery Report: No new enquiries received. Working party met on 19th October 2018 to clear brambles and tidy up at the cemetery, thanks were noted to everyone who helped.  Correspondence received in relation to Tree Liabilities and Cemetery/Memorial management. It was agreed that EH and JC would consider the tree liability correspondence and report back.  It was noted that the issue relating to memorials collapsing was covered by the cemetery regulations (terms and conditions). Concern was noted about undertakers/grave-diggers depositing spoil from the graves on the open forest, it was agreed to contact the local undertakers noting that this practice is not permitted.

18.219    Reading Room: SH and EH had met with the builder.  The work is scheduled to take place at the end of January/early February 2019, but prior to this the foundations would be inspected to ensure they are not damaged.

18.220    Asset of Community Value - Sale of Horse and Groom Public House:  A drop-in meeting was taking place on Thursday 8th November at the Church (between 2pm and 8pm).  SH had made contact about the rubbish and this had been removed.

18.221    Repair / replacement of Benches - SH provided an update. Invoices now received in relation to repair of benches on Common. Bench by bus stop now replaced by Forestry Commission.  It was agreed to install a brass plaque on this bench, commemorating 100 years post WW1 (Rest and Remember 1914 – 1918, 11.11.18) – SH to organise (up to an approved budget of £50).

18.222    Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors and highlighted the following:

45 Woodgreen Christmas Tree Festival – noted that VE would decorate the tree

51 National Grid Ground Investigation Surveys – noted

52 WW1 Exhibtion – to be displayed on websites and noticeboards

18.223 Consultations and Surveys: As reflected on Appendix 1 – 19 Proposed changes to draft WHSAP – no action required.

18.224 Financial report:

Up to date Financial Statement forwarded to the Council (Appendix 2) by the Clerk.

Date of Next Meeting: It was agreed for the next parish council meeting to be held on Tuesday 4th December 2018 at 7.30pm.

The members thanked Martine Coatham, Clerk at Hyde Parish Council, for clerking the meeting.

SH closed the meeting at 9.02pm.
