Minutes of the Parish Council Meeting of WOODGREEN PARISH COUNCIL Held in St. Boniface Church on Tuesday 5th November 2019 at 7.30pm


Members present: Chairman John Clarke (JC), Lance Benest (LB), Sue Allpress (SA), John Sanger (JS), Pete Skinner (PS) (leaving at 9.10pm, after 19/20.130), Stewart Hall (SH) and Ed Hollinghurst (EH).

19/20.120 Attendance Book and Apologies for absence: The Attendance book was completed accordingly.


19/20.121 Declarations of interest: JS - NPA Planning Committee and LB - TPO/19/0670 abstaining from discussion and vote.


19/20.122 Minutes of previous meeting on 01/10/2019: Following a discussion and review of the minutes, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.


19/20.123 Matters arising from previous minutes not appearing as agenda items: 

  1. Dog Fouling - It was noted that some posters had been taken down and LB will request new ones. Residents are reminded that dog fouling can be reported via the following link:


  1. Parking Concerns - SA raised the matter with local PCSO at recent Beat Surgery. Little action can be taken unless there are concerns that the car(s) are not taxed.

  2. Clerk’s Appraisal - Date agreed.

  3. Parish Council Surgery - 6 month trial is to end after the December meeting, with the matter being taken off the agenda as no residents had attended the surgery. Residents are reminded to contact councillors and Clerk with any future concerns.

The members asked the Clerk to enquire whether all enquiries in relation to possible breaches are recorded in weekly lists or whether only identified breaches are reflected in these lists. Clerk to contact NFNPA accordingly.

19/20.127 Roads, Ditches, Hedges and Footpaths

  1. Potholes on High Street now repaired, although further potholes are to be reported near Cattle Grid on Hale Road.


  1. Clerk has now had confirmation of the property where overgrown vegetation is obstructing the lane to Lower Densome and will write to homeowner concerned.

  2. EH advised that the bridge (footpath 6) was repaired on 31st October 2019 by volunteers organised by the Countryside Access Team, although it is noted that there is no mesh on the planking as it is against policy. Clerk to forward a letter of thanks to Hampshire County Council (HCC) for organising these repairs.Fingerpost on permissive footpath not yet repaired although Clerk is to see if materials can be delivered to the village, with parish lengthsman undertaking repairs on his next visit to the village.

  3. It was noted that two posts have been replaced in Little Drove with hedges cut back down.

19/20.128 Parish Lengthsman: JS provided an update following visit on 25th October 2019 advising which ditches had been cleared and where brambles had been cut. It was noted that the fencing that surrounds the former preschool garden may need replacing.

SH provided an update following visit on 28th October 2019 advising that the members of Hale and Woodgreen Horticultural Society were happy with work undertaken by the lengthsman in the former preschool garden.


19/20.129 Cemetery Report: Update provided following cemetery working group meeting on 24th October 2019. Memorial request received and approved. 


19/20.130 Reading Room: EH gave an update advising that repairs were close to a conclusion with further exterior painting required and any snags to be fixed. Slabs have been laid at the front and a step is in place. The Reading Room has been repaired in line with up to date building regulations.

The loss adjuster has confirmed that the cost of repairs will exceed insured amount and it was reiterated that the solicitor employed by the parish council will endeavour to recoup uninsured costs from drivers insurer (as per 18.314, 2nd April 2019). Up to date figures are to be forwarded to the solicitor accordingly. The parish council will be liable for interim costs prior to the claim being settled against the third party. It was agreed for the Clerk to forward an interim VAT reclaim to HMRC and an architects invoice to the loss adjuster for part payment.

A table had now been donated by a parishioner for use in the Reading Room and thanks were expressed. The query with SSE is now resolved and original documentation stored in the Reading Room has been sorted through. Possibility of a wildflower garden was discussed but is not to be taken up at present.
