Minutes of the meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 4th October 2016 at 7.30 pm

Members present: Chair - John Clarke (JC), John Sanger (JS), Sue Allpress (SA), Julia Wilkie (JW) and Pete Skinner (PS)

Also present: Vicky Eden (Clerk) and County Councillor Edward Heron (first part of meeting only)

16.160    Apologies for Absence: Apologies were received from Parish Councillor Stewart Hall (SH).

16.161    Declarations of interest: JS for NFNPA Development Control Planning Committee.

16.162    Minutes of previous meeting on 06/09/2016: Following slight amendments to ensure cheque numbers were correct, it was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by JC.

16.163    Matters arising from previous minutes:

  • Responsibility for producing Woodgreen Welcome Packs - No update at present.

  • Telephone Box - Clerk has sent an email to BT and is awaiting a reply following guidance received from County Cllr Heron

  • Recent Wiggle cycling event did not run through Woodgreen.

  • Comments in relation to NFDC Local Plan Review - Part 1 have been confirmed as received.

16.164    Public Participation: No members of the public were present.

16.165 Report by County Councillor - County Cllr Heron gave a brief update in relation to the Verge Protection Programme, as raised via the Western Escarpment Conservation Steering Group.

16.166    Planning Applications: No new planning applications received

Tree Works Applications:

  • CONS/16/0877 - Prune 1 x Eucryphia tree - Woodside Cottage, SP6 2QU;

  • CONS/16/0923 - Fell 6 x Poplar trees - Barns Farm, SP6 2AJ;

  • CONS/16/0935 - Fell 1 x Scots Pine tree, Prune 1 x Yew tree, Prune 1 x Alder tree - Merrytree Cottage, SP6 2AZ;

After a short discussion, the Parish Council agreed that no comments were necessary in relation to CONS/16/0877 and CONS/16/0935. The members resolved that they were happy to go with the tree officer’s decision re CONS/16/0923 but wished for it to be noted that they valued the trees closer to the road (opposite village shop).

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1. JC gave an overview of the NPA Planning Workshop ‘Trees and the Planning Process’ that he had attended on Tuesday 20 September 2016, 2pm – 4pm at Lyndhurst Community Centre. It was noted that decisions had been made in relation to 16/00577 - Amberleigh House and 16/00593 - The Meadows

16.167    Repairs to Gateposts in Hall’s Field: As Ed Hollinghurst was not present to provide an update, this matter was not discussed

16.168    Verge Protection Programme: JC advised that there was little to report and ditchwork is yet to commence. It was noted that two dragons teeth were missing near the top of Steels Drove. Concerns about the area from Densome Corner to Grace Lane are still being considered.

16.169    Roads & Ditches:  JS provided an update. The Clerk has arranged a visit with Bob Brown, HCC Highways, to establish any outstanding issues in the village on 10th October 2016. Concerns to be raised were noted as follows: drains near the cemetery and towards the bottom of Lower Common Road; the pothole near the entrance to the village shop;  the dropped drain on Hale Road outside of Crofters; noisy cattle grid on Hale Road; vegetation on Grace Lane becoming overgrown and road signs not having sighting distance at present. Parishioners were reminded to report any concerns online via the Hampshire County Council (HCC) website at http://www3.hants.gov.uk/roadproblems. No correspondence has yet been received from Breamore Parish in relation to the Breamore Arch ( where the road is becoming too narrow due to adjacent vegetation growth).

16.170    Hedges and Footpaths: It was noted that the brambles opposite footpath near Red Cottage have become overgrown and JS is to investigate further.

16.171 Parish Lengthsman: Next visit confirmed as 17th October 2016. Tasks noted include digging out ditches on either side of Trims Drove adjacent to the springs to prevent flooding. The members were also reminded to forward any further tasks to JS, who will then forward the worksheet to Fordingbridge Town Council by 7th October 2016.

16.172    Cemetery Report: The Clerk confirmed that the agreement has been signed and returned to Community Payback with the first visit scheduled for 14th October 2016. Caxtons have advised costs of £50.94 for 2 ½ litres of Hammerite and 92p for each brush. It is not believed to be cost efficient to purchase cleaning materials. The Clerk is still establishing quantity of materials required.

The recent Cemetery Committee meeting was held on 28th September 2016 and SA advised that progress was being made to ensure that all record keeping requirements are being met. A written procedure is also being developed.

It was noted that the entrance gate to and bench in the cemetery may need repairing and the Cemetery Committee will investigate further. The Clerk was also asked to find out when Cutting Edge visits the Cemetery to ensure that grass cutting is spread out across the month.

The Clerk advised that she had received two enquiries - one for an amendment to a memorial and one for ashes to be interred in parents burial plot. These were approved as being in line with cemetery rules.

16.173    Record keeping and Archiving: The Clerk advised that archiving was ongoing and that she has undertaken some research on fire proof cabinets but costs are quite high. She has also sought guidance from HALC, Fordingbridge Town and Ringwood Town Councils and will continue to research accordingly. Julia is to confirm whether the village hall has any requirements for a cabinet and report back at the next meeting.

16.174    Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

16.175    NFNPA Local Plan - Part One: The NFNPA has now published a draft Local Plan and members were asked to consider the documentation for discussion at the next meeting. Formal comments will then be forwarded prior to the deadline of 28/11/2016. Dates for public drop-in events were noted as follows:

  • Tuesday 18 October 2016, Lyndhurst Community Centre, 2pm – 7.30pm

  • Tuesday 1 November 2016, Minstead Village Hall, 2pm – 7.30pm

  • Wednesday 2 November 2016, Sway Village Hall, 2pm – 7.30pm

  • Wednesday 9 November 2016, Godshill Village Hall, 2pm – 7.30pm

16.176 Training: It had been confirmed that Woodgreen Parish councillors could attend a HALC session on ‘The Knowledge’ being organised locally by another parish council on 26th October 2016. At present SA, JC and SH (in place of JW will attend)

16.177 Financial report: Up to date Financial Statement forwarded to the Council (Appendix 2) by the Clerk. It was noted that the transfer into Santander has been actioned.

  • Income: NFDC 2nd half of precept £3550; I N Newman- memorial - £50

  • Expenditure: The following cheques were approved and signed for (as per Appendix 2). It was noted that Thirsk Payroll had yet to return to the Clerk in relation to the increase to her hourly rate and hours. The Clerk will liaise with the Chairman when he is available.
