Minutes of the Meeting of WOODGREEN PARISH COUNCIL

Held in the Committee Room at Woodgreen Village Hall on Tuesday 5th September 2017 at 7.30pm

Members present: Chairman Stewart Hall (SH), John Clarke (JC), Ed Hollinghurst (EH), Pete Skinner (PS), John Sanger (JS) and Julia Wilkie (JW).

17.152    Apologies for Absence: Apologies were received from Sue Allpress (SA)

17.153    Declarations of interest:  JS for NPA Development Control Planning Committee.

17.154    Minutes of previous meeting on 01/08/2017: Due to an administrative error, the Chairman amended the Financial Statement by hand to reflect that the correct balance in Lloyds was £11,188.45. Following this amendment, it was unanimously RESOLVED that these updated minutes be accepted as an accurate record and were duly signed by the Chairman.

17.155    Matters arising from previous minutes:

  • Annual Litter Pick - This had taken place over the weekend of 2nd& 3rd Sept. and SH provided a short report. Nine bags of rubbish were collected and the Parish Council expressed thanks to the following volunteers: Andy Fraser, Corrine Savill, Alec Mckie, Ed Hollinghurst, Dot Wagg, Ron Trevaskis, Sue Allpress, Bob and Barbara Judd, John and Linda Clarke, Stewart and Heather Hall plus all those unsung heroes that regularly keep the village tidy.

  • Update on Welcome Packs - This matter is to be discussed at the next meeting when Kirsten Davies and David Mussell will be able to attend.

  • Summer consultation deadlines - It was noted that the following consultations all had their Comments Deadlines over the summer period: RMS, Balancing the Budget, New Forest FDP, Mitigating Environmental Impact, Hampshire Police and Crime Panel and Safer New Forest Partnership

17.156 Public Participation Session: No members of the public present

17.157 Planning Applications: Nil received

  • Planning Applications Received: Nil received.

  • Tree Works Applications:

    • TPO/17/0647 - Little Forest, Lower Densome Wood, SP6 2BE - Fell 1 x Cherry tree - Comments by 31 August 2017;

    • CONS/17/0717 - Long Orchard, Woodgreen Common Road, SP6 2BQ - Fell 1 x Holly tree, Fell 1 x Hornbeam tree, Fell 1 x Poplar tree, Prune 1 x Group of Thuja trees, Pollard 1 x Tulip tree, Prune 1 x Thorn tree, Comments by 18 September 2017.

    • CONS/17/0739 - Merrie Cottage, Merrie Gardens, Woodgreen, Fordingbridge, SP6 2AT - Fell 1 x Unspecified tree species; Fell 1 x Blue Spruce tree; Fell 1 x Elder tree - Comments by 26 September 2017.

After a short discussion, the Parish Council agreed that no comments were required in relation to these applications.

Other Planning Matters: The Clerk advised that other decisions in relation to planning and tree works applications were reflected on Correspondence – Appendix 1.

17.158 Roads & Ditches: Further to the concern in relation to the proximity of dragons teeth near the unmade road to the cricket pitch, JC had attended a meeting with the Forestry Commission on 17th August 2017 to discuss the matter when it was agreed to remove one dragon’s tooth. It was also noted that 5-6 dragon’s teeth had been felled or damaged around the village although it was noted that the Parish Lengthsman may be able to straighten dragon’s teeth on future visits.

The Forestry Commission had reported the continued parking on the verges on Lower Common Road and warned that they may erect more dragons teeth if the problem continues. Notices will continue to be put on cars, together with further communication with residents.

Further complaints have been received in relation to the cattle grid on Hale Road as it is still too noisy. The clerk will contact Hampshire Highways again to see if further repairs can be undertaken or if it can be replaced.

SH advised that the HCC arboriculture team have inspected the dead oak tree on Breamore Road. Although they are not prepared to fell the tree as requested, they will be trimming branches over the highway and then monitored it on an ongoing basis.

17.159 Hedges and Footpaths:  It was noted that some hedge and brambles had been trimmed in Brook Lane and Grace Lane although some areas need to be cut back  as delivery vehicles are still having difficulties. SH and EH will continue to liaise with homeowners. It was also agreed to put a notice in the parish magazine. The ongoing fly tipping problem at Castle Hill viewpoints was also revisited. Bruce Rothnie, Forestry Commission, has acknowledged correspondence relating to this matter and will report back in due course.

17.160 Parish Lengthsman: Members were reminded to forward any new tasks to JS prior to the next visit on 2nd October 2017. Previous visit on 10th July 2017 discussed.

17.161 Cemetery Report: No further update in relation to the record keeping project and no new enquiries received. Bench repair currently underway,

17.162 Reading Room: SH has met with a structural engineer who has assessed the damage to the Reading Room prior to writing his report. EH is to liaise with the engineer. The council have also been given a two drawer lockable filing cabinet which will be moved into the Village Hall in due course.

17.163 Water Leak in Halls Field: Following notification of a water leak in Halls Field, WCSA have arranged the repair.

17.164 Review of the decision to list the public house as an Asset of Community Value (ACV): NFDC has upheld its original decision following the review held on 17th August 2017 although they have clarified that the adjoining field is not part of the ACV. As part of the appeal, the parish council noted that the landowner had provided an outline sketch for nine properties on the field and part of the beer garden.

17.165    Telephone Box: Further response now received from Dixon Templeton in relation to BT contract and this was read to the members. It was agreed for the Clerk to contact BT to see if an additional clause could be added to the contract clarifying the position in the event of a future parish council not wishing to maintain the box.

17.166 Transparency Code Application - This application was prepared by the Clerk to request IT equipment and cost of staff hours worked in order for Woodgreen Parish Council to meet the requirements of the Transparency Code. The Parish Council RESOLVED that the application be forwarded to HALC.

The Chairman then brought forward item 22 as the agenda item relating to training formed part of the Clerk’s appraisal. As no members of the public were present, the resolution relating to confidential nature was not required on this occasion.

17.167 Clerk’s Appraisal: SH provided an update in relation to the staff appraisal that was undertaken on 14th August 2017 and advised that the Council was very happy with the work undertaken by the Clerk to date. After looking at the 2016-2018 National Salary Award forwarded by NALC, it was further considered that revisions were required to the Clerk’s current pay scale.

After a discussion, the following motion was RESOLVED by the Parish Council:

The Clerk is due an increase of 17p per hour April 2017 to August 2017 on her current SCP20 scale. As from September 2017, the Clerk is to be placed at SCP 21 - £10.53. The Clerk is to contact Thirsk to amend payroll details accordingly.

17.168 Training - The Parish Council RESOLVED that the Clerk could attend training in respect of the SLCC Roadshow on 1st November 2017 (£89 Plus VAT) and HALC’s Officer’s Update on 18th October 2017 (£50 plus VAT) - these costs may be shared with the other parish councils that employ her. The Clerk may also attend the SLCC branch meeting on 12th September 2017 in Winchester.

17.169 Correspondence: The Clerk presented an overview of correspondence (Appendix 1) to councillors. Consultation periods were highlighted and attention was drawn to the following:

c)    Reinvestment of Santander Bond - The members formally RESOLVED to reinvest the proceeds of the one year bond for a further year, following the maturity date on 1st September 2017.

d)    Annual Return: The Clerk advised that the audit is now complete. No fees have been incurred.

e)    Grant Aid: TUFF and New Forest Disability requests will be considered at the February meeting
