Minutes of the meeting of WOODGREEN PARISH COUNCIL

Held at the Reading Room on Tuesday 1st September 2015 at 7.30 pm

Members present: Chairman Stewart Hall (SH), Ed Hollinghurst (EH), John Clarke (JC), Pete Skinner (PS), John Sanger (JS), Sue Allpress (SA) and Julia Wilkie (JW)

Also present: Vicky Eden (Clerk) and County Councillor Edward Heron

1. Apologies for Absence: 

None received

2. Declarations of interest: 

JS for NPA Development Control Planning Committee (agenda item 6) and SH advised that his neighbour had forwarded a tree works application (agenda item 6)

3. Minutes of previous meetings on 04/08/2015:

It was unanimously RESOLVED that the minutes be accepted as an accurate record and were duly signed by the Chairman.

4. Matters arising from previous minutes: 

  • Parking provision at Densome Corner – SH advised that he would forward his thoughts privately to NFDC.
  • Location of keys held by the parish council – SA to forward location of keys to Clerk
  • Update in relation to gate requiring repair at top of Steele’s Drove – PS will investigate action to be taken
  • Confirmation that beat surgery at Village Shop is scheduled for the first Saturday of the month (9am-10am) 
  • Update in relation to duplicate poles throughout the village – JS advised that many had been removed. Following the recent Quadrant meeting, it was noted that this problem is forest wide and that Sarah Kelly, NFNPA, is to forward a letter to the relevant organisations. There is concern that the new pole by the church is a hindrance to driver visibility and EH will investigate further.
  • Change of Signatory Forms – these were fully completed at the end of the meeting and passed to Clerk to action

5. Public Participation:

No members of the public were present.

6. Planning Application: 

15/00606 – Castledene, Woodgreen – Wood/Tool Shed Replacement

After a short discussion, the following recommendation was RESOLVED:

PAR 3 – to recommend PERMISSION as the replacement building would have no detrimental impact upon the village. Clerk to advise accordingly.

Tree Works Applications:

  • CONS/15/0763 - Fell 1 x Spruce tree, Fell 1 x Cherry tree, Prune hedge - Dongoa, High Street, Woodgreen, Fordingbridge, SP6 2AU
  • CONS/15/0765 - Prune 2 x Ash trees - Bower Cottage, The Alley, Woodgreen, Fordingbridge, SP6 2AS


  • CONS/15/0766 - Fell 1 x Tree (unspecified) - Marlish Cottage, High Street, Woodgreen, Fordingbridge, SP6 2AU


After a short discussion it was agreed, that as the above relate to minor works, decision should be left to Tree Officer. Clerk to advise accordingly.

Other Planning Matters: 

15/00480 - Hollybush, Upper Densome Wood, Woodgreen – Application withdrawn but new application (15/00665) received on 1st September 2015. This is to be discussed at the next Parish Council meeting.

Parish Briefing Note 15/00460 New Forest Close, Woodgreen Common Road, Woodgreen, SP6 2QU.

An email had been received from the case officer, in which the agent states that

‘The building the subject of this permission shall only be used for purposes incidental to the dwelling on the site and shall not be used for habitable accommodation such as kitchens, living rooms and bedrooms’.

Therefore, after a short discussion, the Parish Council agreed to amend their comments as follows:

PAR 2 - to recommend REFUSAL, for reasons as previously forwarded, but would accept the decision reached by the National Park Authority’s Officers under their delegated powers provided that there are conditions, which ensure that the outbuilding cannot be used as habitable accommodation, and never gain permitted use by use in the future. Clerk to advise accordingly.

15/00598 – Warren Farm, Woodgreen – Change of use of stable blocks to holiday lets (2X2 Beds).

Although Hale Parish Council is considering this planning application, it was agreed that Woodgreen Parish Council would forward comments as the entrance to the development falls within the parish of Woodgreen. After a short discussion, the following recommendation was RESOLVED:

PAR 4 - to recommend REFUSAL as there are no exceptional reasons to allow the development and it was contrary to NFNPA planning policies DP12 and DP16.

7. Broadband update: EH provided a short report. At present, BT Openreach and NFDC are undertaking the relevant legal work to progress this matter.

8. Lengthsman: JS provided a short report. Scheduled visit on 7th September 2015 was postponed as no urgent tasks identified. The village has 1½ days of funding allocated for the Parish Lengthsman for the rest of the financial year. Stats have been forwarded by HCC to assist parish lengthsman with ditch work. Councillors were also encouraged to forward possible tasks to JS.

9. Roads, hedges & verges:  JS provided a short report. Copies of leaflet ‘Advice and guidance for owners of properties adjoining the Open Forest’ were handed out to all Councillors. The best means of distributing these leaflets will be added to the agenda for the next meeting.

Verge erosion is to be discussed at the Western Escarpment Steering Group Meeting on 14th September and the Western Escarpment Verge Protection Meeting with Statutory Bodies on 21st September 2015

Parking at Dodgson Close was raised as an issue and SH will arrange meeting with Chairman of Hale Parish Council accordingly.

10. Cemetery Report: The Clerk advised that the Chairman of Hyde Parish Council called to say he had trouble locating his grandparents’ memorials – these were buried under the grass and area had to be tidied so that they could be seen. This concern is noted accordingly.

Members of the Cemetery sub committee were reminded of their meeting on 13th October 2015.

11. Correspondence: The Clerk advised that relevant correspondence had been forwarded to councillors as per the correspondence files (Appendix 1) and the Chairman drew their attention to significant and more recent correspondence received as detailed below:

  • A338 roadworks (Ringwood to Hurn) commencing on 6th September through to 31st May 2016
  • Roadwork closure at Castle Hill work commenced today and may last to 11th September 2015.
  • New Forest West Community Policing Priorities survey. Clerk to forward to JW.
  • UK Cycling Events – Wiggle Event scheduled for 19th and 20th September 2015. This will run through Woodgreen and councillors were advised that safety guidance in relation to such events can be found at the following address, where comments can also be posted after the event:


  • Response from Brandon Lewis (Minister) in relation to affordable housing.

12. Financial report: 

  • Income: VAT reclaim - £318.10
  • Expenditure: The following cheques were approved and signed for:

V Eden - Clerk’s Fees and Expenses – 2nd Quarter 2015 - £ 659.70

Bournemouth Water – Second Instalment - £15.15

SSE – Electricity – 20/05/2015 – 20/08/2015 - £30.84

  • Workplace Pension Training: The Parish Council agreed that the Clerk should attend this HALC training on 21st October 2015 at a cost of £50 + VAT. Costs are to be shared with Sandleheath Parish Council. SH to consider attending and return to Clerk.

13. Meetings attended: 

  • PS & JS - NW Quadrant Meeting on 24th August 2015. JS highlighted the publication ‘Landscape Character Assessment’ discussed at this meeting and this is to be distributed to all Councillors. The Parish Council agreed that all planning guidance documentation is to be held in the Reading Room.
  • JS - Planning Development Control Committee on 18th August 2015
  • EH – Informal meeting with Pre-school Committee

SH asked for a volunteer to attend the Consultative Panel meeting on 3rd September 2015 at Brockenhurst Village Hall and JC will take his place.

County Cllr Edward Heron confirmed that he had been appointed as the NFDC verderer and encouraged those villagers with voting rights to ensure that they use their votes in respect of elected verderers.

14. Matters to raised on the next agenda:

  • Updates to website – to be in line with transparency code (and reflect members of outside bodies)
  • Update following planning training on 22nd September 2015
  • Costs of three cuts each year to the vegetation by the footpath by the shop and Hill Close Road. Cutting Edge have not yet forwarded quotation – Clerk to chase
  • Distribution of leaflet ‘Advice and guidance for owners of properties adjoining the Open Forest’
